Bahorski, City Manager FROM: Mark Vukojevic, P.E., Director of Public Works, City Engineer SUBJECT: AWARD CONSTRUCTION CONTRACT FOR WEST END STORM WATER PUMP STATION REHABILITATION, PROJECT NO. 50050 SUMMARY OF REQUEST: The proposed City Council action will approve the plans and specifications for the interim improvements to West End Storm Water Pump Station Rehabilitation, award a construction contract to the lowest responsible bidder, SoCal Pacific Construction Inc., in the amount of $2,363,777, authorize the City Manager to execute the agreement, and approve a budget amendment transferring $641,000 in Redevelopment Agency Funds and $255,000 from the Environmental Reserve Account. e BACKGROUND: The West End Pump Station was originally constructed in 1959 as a means to pump storm water run-off from a 165-acre watershed covering portions of Marina Hill North, Bridgeport and Old Town into the San Gabriel River. The station has two natural gas engines driven propeller pumps each rated at 25,000 gallons per minute. The streets in the adjacent Mobile Home Park drain directly into the wet well of the Pump Station. Consequently, during heavy rains the Park is flooded whenever the water level in the wet well exceeds the street elevation. Capacity upgrades and improvements to the pump station have not kept up with the growth of development in the City. A fire at the Station during a storm in 2000 completely damaged one of the two natural gas engines leaving the station at half capacity. The burned engine was replaced by an engine obtained from the County of Orange and reconditioned at the City's expense in October 2001. Since, that time, both pumps and both engines have been rebuilt to maintain their functionality. Other minor improvements were also made to the station at that time. e The West End Pump Station does not ha~e capacity adequate for the current standards and it lacks proper controls. In early 2001, the City retained AKM Consulting Engineers to prepare a Preliminary Design Report (PDR) for construction of a new Pump Station to replace the existing. The PDR evaluated the hydrology of the drainage site among other things and found that the existing pumps do not have sufficient capacity to handle the standard 25-year storm-flow criteria. According to the PDR, the existing pumps can handle only a 2 to 3 year storm flow, Therefore, the PDR recommended replacement of the existing station with a brand new station, Agenda Item Z e e e During design of the Pump Station the project was split into two phases, The first phase, which is the current proposed project, is designed to rehabilitate the existing pump station to maximize the pumping capacity to approximately 200 cubic feet per second of water (a 100% increase in capacity, 10-year storm flow), lower maintenance, and increase reliability of the station. Key components within this project include structural improvements to the wetwell, mechanical, building, piping, pumping and utility rehabilitation. The future phase will involve construction of a second pump station for additional capacity The City has acquired the property from Oakwood Apartments and it will be used as a construction staging area for the first phase of the project, and will house the expansion of the station in the second phase of the project. Negotiations with the Oakwood Apartments property owners began in late 2004. Because the negotiations were not successful, eminent domain procedures was initiated by Staff, In June and November of 2005 the City Council approved the resolution to acquire the property. Environmental st)ldies were initiated in 2003 to evaluate whether the proposed project could have significant effect on the environment. The results of the analysis were finalized and approved by Council in June 14,2004, Permits have been required from various outside agencies for the construction of Phase II of the project. Staff has successfully gained permits from the California Coastal Commission, the Department of Fish and Game, and the Army Corps of Engineers, The Los Angeles County Flood Control District has agreed to issue a permit when construction of Phase II nears. The plans and specifications were designed by the City's Utility consultant AKM Engineers for the first phase of the project and accepted by City Council on December 12, 2005. 3 Bids were received and opened by the City Clerk on Wednesday, November 1,2006 and are listed below: 1 SoCal Pacific Construction Inc. 2 Denboer Engineering and Construction, Inc. 3 Orion Construction Corporation $2,363,777.00 $2,386,250.00 $2,546,300.00 The bids received were higher than originally estimated during last year's budget process due to overall fast rising construction costs. Re-bidding the project is not expected to net any further savings. It is recommended that City Council move forward with the project including the recommended budget amendments and transfers of funding as outlined ill the Fiscal Impact section. Funding is proposed from the Redevelopment Agency Riverfront Project Area Funds and from a recent one-time revenue in the Tax Increment Fund. These monies can only be used on public projects benefiting the Redevelopment Area. In addition, in accordance with the Environmental Reserve Tax (Section 4.45 of the Municipal Code), specific development fees have been collected and are now available for use with this project. Expenditure of these funds meet the specifications of the ordinance and have been reviewed by the City Attorney, Staff has reviewed the submitted bid documents and found the low bidder to be in compliance with the contract documents. Upon the successful execution of the contract documents, the project is scheduled to begin in April. The contractor will have several months to procure Agenda ltem_ materials, but can only construct improvements at the site during the summer dry season of 2007. Specific notices will be sent to surrounding residents to inform them about the construction impacts. e FISCAL IMPACT: $2.15 million has been budgeted in the current Fiscal Year for the construction and inspection of this project within the City's 5-year Capital Improvement program and the City's Council approved budget. Additional funds are required to construct this project and funding is available from the Redevelopment Agency Riverfront Project Area Funds and from the City's Environmental Reserve Account. A budget amendment in the amount of $641,000 is requested from the Redevelopment Agency ($356,000 from Riverfront Project Area Fund Balance and $285,000 from recent one-time revenue in the Tax Increment Fund) and $255,000 from the Environmental Reserve Account. RECOMMENDATION: It is recommended that the City Council approve the plans and specifications, adopt Resolution No. _ awarding a construction contract for the West End Storm Water Pump Station Pier Deck Rehabilitation, Project No. 50050, to the lowest responsible bidder, SoCaI Pacific Construction Inc., in the amount of $2,363,777 and authorize the City Manager to execute the agreement; Approve Resolution No. _ authorizing a budget amendment transferring $641,000 in Redevelopment Agency Funds and $255,000 from the Environmental Reserve Account. e Sean P.
