The City Council met in a Special City Council Budget Workshop - Capital Improvement
Program (CIP) and 5-Year Financial Forecast at 5:33 p.m. in the City Council Chamber.

PUBLIC COMMENTS
Mayor Moore opened oral communications. Speaker: Matthew Terry. Mayor Moore then
closed oral communications.
BUDGET WORKSHOP
A. Continuation of Proposed Fiscal Year 2023-2024 Operating Budget
Mayor Moore announced that his number one take away from the General Fund Budget
Workshop was that expenses are outpacing revenues, which will become more difficult
in the future to balance the budget. He added that in reviewing the budget, he looked for
anomalies and noted that the expenses and revenues vary quite a bit from the previous
fiscal year. He indicated that he is happy that the budget is balanced and noted that the
Finance Department did a great job breaking down the revenue and expenses and
indicated that the graphs and explanations made it very clear to the City Council and
public as to where the money is being spent.
Chief Henderson addressed outstanding questions from the Operating Budget
presentation regarding parking revenue.
B. Proposed Fiscal Year 2023-2024 Capital Improvement Program Budget
Director of Finance Arenado highlighted some of the major outstanding CIP projects that
are included in the FY 2023-24 budget. She introduced Public Works Director Lee to
provide a comprehensive report of the Public Works Department and CIP budget.
Public Works Director Lee's provided an overview of the Public Works Department's core
services, accomplishments, FY 2023-24 Proposed Budget Summary, CIP funding
sources, City infrastructure, recent and ongoing construction, General Fund and related
grants, future Capital Improvement Programs for FY 2024/25 — FY 2027/28, and
unfunded Capital Improvement Programs.
Council Members asked questions, offered comments, discussed, and received
clarification about the proposed Capital Improvement Program budget and 5-Year CIP
Program.
B. 5-Year Financial Forecast
Finance Director Arenado provided a comprehensive overview of the preliminary 5-Year
Financial Forecast and addressed Council member comments and concerns. There was
Council consensus to utilize the Revitalization Plan funding and accept Proposal One as
presented by staff.
Council Members thanked staff for all their hard work on the budget preparation.
ADJOURNMENT
Mayor Moore adjourned the meeting at 7:26 p.m. to Monday, May 8, 2023, at 5:30 pm to
meet in closed session if deemed necessary.
