HomeMy WebLinkAboutPC Min_2023-03-20City of Seal Beach — Regular Meeting of the Planning Commission March 20, 2023 Community Development Director Smittle called the Planning Commission meeting to order at 7:00 p.m. Commissioner Massetti led the Pledge of Allegiance. ROLL CALL Present: Commissioners: Massetti, Campbell Absent: None Staff Present: Amy Greyson, Senior Assistant City Attorney Alexa Smittle, Community Development Director Shaun Temple, Planning Manager Marco Cuevas, Jr., Associate Planner Gloria D. Harper, City Clerk APPROVAL OF AGENDA By Motion of the Planning Commission this is the time to notify the public of any changes to the agenda, re- arrange the order of the agenda, and provide an opportunity for any member of the Planning Commission or staff to request an item be removed from the Consent Calendar for separate action. Community Development Director Smittle noted that the applicant's names were switched on the initial agenda packet but insured the Commissioners that the information was corrected on the revised agenda. Motion by Commissioner Campbell, second by Commissioner Massetti to approve the agenda. AYES: Campbell, Coles, NOES: None ABSENT: None ABSTAIN: None Motion Carried. Mingione, Massetti, Wheeler PUBLIC COMMUNICATIONS Community Development Director Smittle opened public communications. Speaker: Council Member Kalmick. Community Development Director Smittle closed public communications. City Clerk Harper announced that one (1) emailed comments were received after the posting of the agenda. She noted that the comments were distributed to the Commissioners and made available to the public on the City's website. CONSENT CALENDAR A. Received and File the February 6, 2023, Planning Commission Minutes CONTINUED ITEMS -None NEW BUSINESS - None SCHEDULED MATTERS B. Reorganization of the Planning Commission — Election of a new Chairperson and Vice Chairperson for 2023 City Clerk Harper opened the nominations for Chairperson of the Planning Commission for 2023. Commissioner Massetti nominated Commissioner Campbell as Chairperson of the Planning Commission for 2023. Commissioner Wheeler nominated Commissioner Coles as Chairperson of the Planning Commission for 2023. City Clerk Harper closed the nomination for Chairperson of the Planning Commission for 2023. Commissioner Campbell accepted the nomination as Chairperson of the Planning Commission for 2023 City Clerk Harper took a Roll Call Vote. Motion by Commissioner Massetti, second by Commissioner Campbell, who accepted nomination as Chairperson for 2023. AYES: Mingione, Massetti, Coles, Campbell NOES: Wheeler, ABSENT: None ABSTAIN: None Motion Carried City Clerk Harper opened the nominations for Vice Chairperson of the Planning Commission for 2023. Commissioner Wheeler nominated Commissioner Coles as Vice Chairperson of the Planning Commission for 2023. Commissioner Coles accepted the nomination as Vice Chairperson of the Planning Commission for 2023. City Clerk Harper closed the nomination for Vice Chairperson of the Planning Commissioner for 2023. 12 City Clerk Harper took a Roll Call Vote. Motion by Commissioner Wheeler, second by Commissioner Coles, who accepted the nomination as Vice Chairperson for 2023. AYES: NOES: ABSENT: ABSTAIN: Motion Carried PUBLIC HEARING Mingione, Massetti, None None None C. Conditional Use Permit 23-01 113 11th Street Applicant: David Everson Wheeler, Coles, Campbell Request: A Conditional Use Permit (CUP 23-01) to allow an interior remodel and the addition/reconstruction of a second story within an existing residence on a property that is nonconforming due to setbacks in the Residential High Density (RHD -20) zoning district. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 23-04, APPROVING Conditional Use Permit 23-01 with conditions and find the project exempt from CEQA. Community Development Director Smittle introduced Associate Planner Marco Cuevas, Jr., who provided a comprehensive staff report. Commissioner's questions were addressed. Motion by Commissioner Wheeler, second by Vice Chair Coles that the Planning Commission adopt Resolution No. 23-04, APPROVING Conditional Use Permit 23-01 with conditions and find the project exempt from CEQA. AYES: Massetti, Mingione, Wheeler, Coles, Campbell NOES: None ABSENT: None ABSTAIN: None Motion Carried Senior Assistant City Attorney Greyson noted that there is a 10 -day appeal period that starts March 21, 2023. D. Minor Use Permit 23-01 50 A Surfside Avenue Applicant: Steven Sennikoff Request: Minor Use Permit (MUP 23-1) to permit a covered roof access structure to exceed the maximum roof height by 5 feet 6 inches on an existing single-family residence in Surfside Colony in the Residential Low Density (RLD-9) zoning area. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 23-03, APPROVING Minor Use Permit 23-1 with Conditions and find the project exempt from CEQA. Community Development Director Smittle introduced Associate Planner Marco Cuevas, Jr., who provided a comprehensive staff report. Commissioner's questions were addressed. AYES: Massetti, Mingione, Wheeler, Coles, Campbell NOES: None ABSENT: None ABSTAIN: None Motion Carried Senior Assistant City Attorney Greyson noted that there is a 10 -day appeal period that starts March 21, 2023. DIRECTOR'S REPORT Community Development Director Smittle welcomed that three (3) new Planning Commissioners and echoed the sentiments of Council Member Kalmick's public comment about the hard work and real work of the Commissioners and thanked the Commissioners for their contributions to the community. COMMISSION CONCERNS Commissioner Mingione thanked staff the warm welcome and for getting him oriented and up to speed on the Commission responsibilities. Vice Chair Coles echoed Commissioner Mingione's comments. Chair Campbell welcomed the new Commissioners.
