HomeMy WebLinkAboutPC Min_2023-05-01City of Seal Beach — Regular Meeting of the Planning Commission May 1, 2023 Chair Campbell called the Planning Commission meeting to order at 7:00 p.m. Vice Chair Coles led the Pledge of Allegiance. ROLL CALL Present: Commissioners: Mingione, Massetti, Wheeler, Coles, Campbell Absent: None y Staff Present: Amy Greyson, Senior Assistant City Attorney Alexa Smittle, Community Development Director Shaun Temple, Planning Manager Marco Cuevas, Jr., Associate Planner Gloria D. Harper, City Clerk APPROVAL OF AGENDA By Motion of the Planning Commission this is the time to notify the public of any changes to the agenda, re- arrange the order of the agenda, and provide an opportunity for any member of the Planning Commission or staff to request an item be removed from the Consent Calendar for separate action. Motion by Commissioner Wheeler, second by Vice Chair Coles to approve the agenda. AYES: Campbell, Coles, Mingione, Massetti, Wheeler NOES: None ABSENT: None ABSTAIN: None Motion Carried. PUBLIC COMMUNICATIONS Chair Campbell opened public communications. Speaker: James Gregson. Chair Campbell closed public communications. City Clerk Harper announced that one (1) comment was received after the posting of the agenda and noted that the comments were distributed to the Commissioners and made available to the public on the City's website. CONSENT CALENDAR A. Approval of the April 3, 2023, Planning Commission Minutes Motion by Commissioner Wheeler, second by Vice Chair Coles to approve the agenda. AYES: Campbell, Coles, Mingione, Massetti, Wheeler NOES: None ABSENT: None ABSTAIN: None Motion Carried. CONTINUED ITEMS - None SCHEDULED MATTERS - None NEW BUSINESS - None PUBLIC HEARING B. Minor Use Permit 23-02 101 Main Street, Suite N Applicant: Joseph Kirolos/Marina Cafe Request: For a Minor Use Permit (MUP 23-2) to allow an outdoor dining and seating area in front of an existing coffee house/desert shop establishment located at 101 Main. Street, Suite N, within the Main Street Specific Plan (MSSP) area. Recommendation: After re -opening the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 23-06, APPROVING Minor Use Permit 23- 02 with Conditions and find the project exempt from CEQA under a Class 1 (Existing Facility) Categorical Exemption pursuant to Section 15301(e)(2) of the CEQA Guidelines. Community Development Director Smittle introduced Associate Planner Marco Cuevas, Jr., who provided a comprehensive staff report. Commissioner's questions were addressed. Chair Campbell opened the public hearing. Speakers: Joseph Kirolos, Deb Machen and Rob McComb. Chair Campbell closed the public hearing. Motion by Commissioner Wheeler, second by Commissioner Massetti that the Planning Commission adopt Resolution No. 23-06, APPROVING Minor Use Permit 23-02 with Conditions, an Amendment to Condition 2; Section 5, and find the project exempt from CEQA under a Class 1 (Existing Facility) Categorical Exemption pursuant to Section 15301(e)(2) of the CEQA Guidelines. AYES: Massetti, Mingione, Wheeler, Coles, Campbell NOES: None ABSENT: None ABSTAIN: None Motion Carried Al Senior Assistant City Attorney Greyson noted that there is a 10 -day appeal period that starts May 2, 2023. DIRECTOR'S REPORT Community Development Director Smittle announced that the Budget Workshop — CIP is scheduled for tomorrow, May 2, 2023, 2023, at 5:30 p.m. in the Council Chamber. COMMISSION CONCERNS There were no Commission Concerns.
