A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
ACCEPTING $200,000 GRANT, AUTHORIZING A
LOCAL MATCH IN THE TOTAL NOT-TO-EXCEED
AMOUNT OF $50,000, AND APPROVING AND
AUTHORIZING AN AGREEMENT WITH THE U.S.
DEPARTMENT OF TRANSPORTATION FEDERAL
HIGHWAY ADMINISTRATION OFFICE OF SAFETY FOR
THE CITY'S PARTICIPATION IN THE FISCAL YEAR
2022 SAFE STREETS AND ROADS FOR ALL (SS4A)
GRANT PROGRAM
WHEREAS, the Bipartisan Infrastructure Law (BIL) established the new Safe
Streets and Roads for All (SS4A) discretionary program with $5 billion in
appropriated funds over 5 years. The SS4A program funds regional, local, and
Tribal initiatives through grants to prevent roadway deaths and serious injuries;
and,
WHEREAS, the SS4A program supports the United States Department of
Transportation's National Roadway Safety Strategy and their goal of zero roadway
deaths; and,
WHEREAS, the SS4A program supports the development of a comprehensive
safety action plan that identifies the most significant roadway safety concerns in a
community and the implementation of projects and strategies to address roadway
safety issues; and,
WHEREAS, the SS4A program provides funding for two types of grants including
Planning and Demonstration Grants and Implementation Grants; and,
WHEREAS, the City of Seal Beach (City) submitted an application for, and has
been selected to receive, an SS4A Grant in the amount of $200,000, with a
minimum of 20% match from the City in the amount of $50,000 and for a project
total of $250,000, for the preparation of the City's Safety Action Plan (SAP); and,
WHEREAS, the City desires to accept the SS4A Grant and execute an agreement
with the United States Department of Transportation (USDOT) Federal Highway
Administration (FHWA) memorializing each party's responsibilities, and to provide
authorization for a minimum of 20% in matching funds for the Project as required
by the USDOT FHWA Funding Program Guidelines; and,
111 WHEREAS, the City will use the grant award to develop a comprehensive SAP;
and,
WHEREAS, the USDOT FHWA agreement provides a milestone timeline for the
preparation of the SAP; and,
WHEREAS, the SS4A funds must be expended within five years after the grant
agreement is executed and USDOT obligates the funds; and,
WHEREAS, the SAP will utilize the City's Local Roadway Safety Plan (LRSP) and
identify, analyze and prioritize safety improvement projects in depth with the goal
of eliminating the multitude of serious injuries and fatalities on local roadways; and,
WHEREAS, the completed SAP will be made publicly available and the City will
publish the final SAP on a publicly available website; and,
WHEREAS, the SAP will allow the City to apply for infrastructure projects in future
cycles of the SS4A so that these projects can be completely funded and
implemented and reductions in fatalities and serious injuries can be seen as soon
as possible; and,
WHEREAS, the City will cause work on the Project to be commenced within a
reasonable time after receipt of notification from USDOT FHWA and that the
Project will be carried to completion with reasonable diligence; and,
WHEREAS, the City of Seal Beach will comply where applicable with provisions of
the California Environmental Quality Act, the National Environmental Policy Act,
the American with Disabilities Act, and any other federal, state, and/or local laws,
rules and/or regulations.
NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY
RESOLVE:
Section 1. The foregoing recitals are true and correct and are hereby adopted
by reference as though set forth in full.
Section 2. The City Council hereby accepts the $200,000 grant from the Fiscal
Year 2022 Safe Streets and Roads For All (SS4A) Grant Program,
which will be used by the City to develop a comprehensive SAP.
Section 3. Subject to execution of all necessary agreements, the City Council
agrees to provide its required share of 20% matching funds for the
Project from its general fund in the total not-to-exceed amount of
$50,000.
Section 4. The City Council approves, and authorizes the City Manager or her
designee to execute for and on behalf of the City of Seal Beach, all
grant agreement(s), amendments and other related documents, and
to take all such other actions, as may be required to secure the grant
funds and implement the approved grant under the SS4A Grant
Program.
PASSED, APPROVED AND ADOPTED by the Seal Beach City Council at a
regular meeting held on the 12th day of June, 2023 by the following vote:
