A RESOLUTION OF THE SEAL BEACH CITY COUNCIL AWARDING
AND AUTHORIZING THE CITY MANAGER TO ENTER INTO: A
PROFESSIONAL SERVICES AGREEMENT WITH ICS INTELESYS, INC.;
A TELECOMMUNICATIONS AGREEMENT WITH GOTO
COMMUNICATIONS, INC.; AND A COOPERATIVE PURCHASING
AGREEMENT WITH THE TEXAS REGION 8 EDUCATION SERVICES
CENTER, FOR THE PURCHASE AND INSTALLATION OF A NEW
VOICE OVER INTERNET PROTOCOL (VoIP) TELEPHONE SYSTEM,
TOGETHER WITH RELATED COMMUNICATION SERVICES, FOR ALL
CITY FACILITIES
WHEREAS, the City of Seal Beach (City) has determined the primary Cisco citywide
telephony system has surpassed its life cycle, support. and functionality; and,
WHEREAS, the City Charter and City of Seal Beach Municipal Code Section 3.20.025(C)
exempt the procurement of professional services from public bidding requirements; and
WHEREAS, the City Charter and City of Seal Beach Municipal Code Section 3.20.025(D)
exempt from public bidding requirements purchasing made in cooperation with the state,
the county or another government entity for the purpose of obtaining a lower price upon
the same terms, conditions and specifications; and
WHEREAS, on September 19, 2022, the City issued a Request for Proposals (RFP) for
the purchase and installation of a new voice over internet protocol (VoIP) telephone
system and related communication services, for all City facilities; and,
WHEREAS, on or before October 21, 2022, the City received and evaluated ten (10)
proposals based on price, one-to-five-year cost of ownership, telecommunications
functions, completeness of the proposal, service and support offerings, system
manufacturer stability and viability, the stability and viability of the installation firms, in-
house manageability, and the complexity of the proposed systems; and,
WHEREAS, the City invited Intelesys, ConvergeOne, Global CTI and Maverick Networks
to conduct formal presentations and product demonstrations; and,
WHEREAS, the City determined that the proposal from ICS Intelesys, Inc., would provide
the best value to the City for the installation, integration, and implementation of a new
citywide VoIP telecommunication ("Unified Communications as a Service", or "UCaaS")
system, with an initial term of one year in a not-to-exceed amount of $13,500, and with
the option to extend for up to four, additional one-year terms at no cost to the City; and,
WHEREAS, the City determined the proposal from GoTo Communications, Inc., in
association with services by ICS Intelesys, Inc., would provide the best value to the City
for the acquisition of VoIP telephone equipment, telecommunications services, software,
and software as a service for a new citywide VoIP telecommunication system; and.
WHEREAS, the City desires to become a member of The Interlocal Purchasing System
(TIPS) at no cost to the City and allow the City to obtain special pricing pursuant to a
Cooperative Purchasing Agreement between GoTo Communications, Inc. and Region 8
Education Services Center, Pittsburg, Texas, for the provision of monthly VoIP telephone
system services at a lower rate only available to TIPS members; and.
WHEREAS, the City desires to accept the GoTo Communications, Inc., TIPS pricing
Option 2 (GoTo Communications, Inc., Quote #643708) of their proposal, with an initial
term of one year in a not-to exceed amount of $58,160.14 and the option to extend up to
four, additional one-year terms, for a not-to exceed amount of $29,220.96 for each year.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1 . The City Council hereby awards to and approves the Professional Services
Agreement with ICS Intelesys, for the installation, integration, and
implementation of a new citywide telecommunication ("Unified
Communications as a Service", or "UCaaS") system with an initial term of
one year in a not-to exceed amount of $13,500, with the option to extend
for up to four, additional one-year terms at no cost to the City.
SECTION 2. The City Council hereby authorizes the City of Seal Beach to become a
member of the Interlocal Purchasing System (TIPS) at no cost to the City,
and allow the City to utilize pricing set forth in the Cooperative Purchasing
Agreement between GoTo, Inc., and the Region 8 Education Services
Center, Pittsburg, Texas (TIPS Contract#221003), to facilitate the provision
of monthly VoIP telephone system services at a lower rate only available to
TIPS members.
SECTION 3. The City Council hereby awards to and approves the Telecommunications
Agreement with GoTo Communications, Inc., under TIPS Contract
#221003, for the provision of equipment, telecommunications services,
software, and software as a service for a new citywide VoIP
telecommunication system with an initial term of one year in a not-to exceed
amount of $58,160.14, with the option to extend up to four, additional one-
year terms, for a not-to exceed amount of $29,220.96 for each one-year
extension.
SECTION 4. The City Council hereby authorizes the City Manager to approve additional
work requests related to the VoIP project approved herein, in the
cumulative, not-to-exceed amount of $10,000.
SECTION 5. The Council hereby authorizes the City Manager and City Attorney to make
minor, non-monetary revisions to the Agreement with GoTo
Communications, Inc.
SECTION 6. The Council hereby authorizes and directs the City Manager to execute the
Agreements on behalf of the City.
SECTION 7. The Council hereby rejects all other proposals.

meeting held on the 12th day of June, 2023 by the following vote:
