SUBJECT: Automatic Emergency Defibrillator (AED) Program
SUMMARY OF REOUEST:
The Seal Beach Police Department requests authorization from the City Council of the City of Seal
Beach to accept donations from the "Michelle's Fund" and other community donors to provide
Automatic Emergency Defibrillators (AEDs) to be utili2ed in Seal Beach police units and at designated
static locations throughout the City.
BACKGROUND:
Rev, Donald Shoemaker, Seal Beach Police Chaplain and Pastor at Grace Community Church (138 8th
Street), shared with the Chief of Police the news of the tragic death of a co-worker and parishioner,
Mrs. Michelle Fishback. Mrs. Fishback passed away from complications of a heart transplant on
March 9, 2006. Chaplain Shoemaker expressed a desire to create a memorial fund in Mrs. Fishback's
honor. "Michelle's Fund" was founded after receiving permission from the Fishback family.
A noble cause such as Michelle's Fund is of great assistance to our community in providing more rapid
response to heart attack victims, Seal Beach Police Department researched and found an invaluable
tool called the Automatic Emergency Defibrillator (AED), which was first used in hospitals, then made
available on paramedic vans, and now widespread in airlines, schools, and public facilities. CUITently,
the City does not have any AED units. The only units available are those deployed on the Orange
County Fire Authority trucks serving the community. Funds for the purchase of AED units for the
City's utilization were not readily available.
Chaplain Shoemaker and the Seal Beach Police Department began promoting Michelle's Fund in April
of 2006. Presentations were made to the communitY through the Seal Beach City Council meetings,
Grace Community Church congregations, Seal Beach 5K-I0K Run Foundation, the Seal Beach TV-3
"Studio Cafe!" cable telecast, and the Sun Newspaper.
The initial goal was to raise sufficient funds (approximately $8,000) to purchase and support four AED
devices in four police units. By July 2006, the Fund has raised over $10,000. Efforts were made to
expand the initial goal and place AEDs in static locations throughout the community. The fund raiser
was extended through the end of August. Seal Beach Police Department met with vendors of AED
devices and has selected Cardiac Science Corporation to supply the devices.
Thanks to the incredible generosity of the Seal Beach community, Grace Community Church
congregation, Seal Beach 5K-IOK Foundation, and several private benefactors, the monies gathered
totaled $19,100.

FISCAL IMPACT:
There is no fiscal impact to the City.
RECOMMENDATION:
It is recommended that the City Council of the City of Seal Beach authorize receipt of donations from
the "Michelle's Fund" and other community donors for the purpose of purchasing Automatic
Emergency Defibrillators, training, and support for use by the Police Department and the community.
