Kirkpatrick, Chief of Police SUBJECT: BUDGET AMENDMENT REQUEST FOR STORM READY AND TSUMANI READY PROGRAMS SUMMARY OF REQUEST: The proposed City Council action wiIl approve a budget amendment to secure funding to sponsor two public safety programs designed to enhance storm and tsunami readiness in Seal Beach. e BACKGROUND: The California Office of Emergency Services (OES) has identified Seal Beach within a tsunami-hazard zone, The OES identifies our danger areas as the Old Town area south of Pacific Coast Highway; Surfside; and the 1st Street area along the San Gabriel River from the Pacific Ocean to Pacific Coast Highway. The December 26, 2004 Indian Ocean tsunami and the June 14, 2005 tsunami alert increased Emergency Manager and Orange County resident awareness of the tsunami threat to our California coastline. e The Orange County Operational Area Executive Board, in an effort to enhance emergency preparedness and public education efforts, recommends participation in the National Oceanic & Atmosoheric Administration's National Weather Service (NOAA) StormReady and TsunamiReady programs, AIl coastal communities within Orange County are working to become StormReady and TsunamiReady by November 2006. The philosophy of StormReady is to establi$ public education and planning, targeting individual community members to self-prepare for potentially damaging storms. The program provides a plan for storm related notifications to local government-owned buildings commonly frequented by the public. This plan includes information sharing weather alert radios for these locations. Staffhas identified ten (10) locations where the community will be well served with these weather alert radios, Please refer to Addendum-A. The TsunamiReady program provides public education and planning, as well as early warning notifications, and evacuation route signage. Agenda Item -.b. e Signage for the TsunamiReady program is pre-approveli by the National Oceanic & Atmosoheric Administration National Weather Service (NOAA-NWS) and the Orange County Operational Area Executive Board adopted the NOAA-NWS standards for unifonn use by all coastal cities. This important signage will be identical throughout Orange County coastal areas. The signage is designed to identify high-ground evacuation routes for residents and visitors alike. Staff has identified 50 potential locations for the prescribed signage. Please refer to Addendum-B for descriptions and uses of the recommended signs. Our participation in the StormReady and TsunamiReady programs requires that we ~atisfy three requirements: (1) written application, verification visit(s), and local board action. The application involves an accounting of emergency technology and a brief narrative describing preparedness and planning activities; (2) after reviewing the application, the National Weather Service StormReady Chairperson will assign a team to visit the City and fonnally discuss the application. The National Weather Services works with the community to ensure the StormReaiiy and TsunamiReady critePa is met; and (3) once completed, a joint press conference will be held announcing Orange County jurisdictions are stonn and tsunami-ready. e These funds will provide for warning and evacuation route signage and dedicated weather-radios to alert listeners to impending weather crises. The City of Seal Beach will join the other Orange County coastal communities through joint participation in these proactive programs. Our community will benefit through improved preparedness and expanded public education. FISCAL IMPACT: Start-up costs for both programs are estimated to cost $6500, No grants are available at this time and it is requested that a budget amendment from the General Fund Undesignated Fund Balance be approved. This includes $5000 to cover the expenses for fifty (50) tsunami related signs and $1500 for ten (10) Tone Alert Weather Notification Radios. The current estimated fiscal year ending undesignated general fund balance is $12,122,605. Approval of this budget amendment will decrease the estimated ending undesignated fund balance by $6,500 to $12,116,105. RECOMMENDATION: It is recommended the Seal Beach City Council approve the budget amendment to participate in the StormReady and TsunamiReady programs and allocate funding for $6500 for signage and weatIier notification radios. e Agenda Item_ e j;....
