Vukojevic, P.E., Director of Public Works/City Engineer SUBJECT: FLEET REPLACEMENT: POLICE, PUBLIC WORKS, LIFEGUARDS SUMMARY OF REQUEST: The proposed City Council action will authorize the purchase of 2 Police patrol cars, 1 Police Watch Commander 4x4 SUV, 1 Police 4x4 crew-cab pickup, 1 Public Works Beach 4x4 flat bed, 1 Public Works Sewer pickup, 1 Public Works Water pickup and 1 Lifeguard 4x4 pickup (8 vehicles) as approved in the 2006 Fleet Management Report and as proposed in the Budget. e BACKGROUND: In June of 2006, Council adopted a Fleet Management Report during the FY 06/07 budget process, The Public Works Department manages the entire fleet for all the departments within the City and this document, allocated the number of vehicles per department and outlined replacement guidelines. As identified in the Council Approved Fleet Management Report update, the proposed purchase would replace a total of seven vehicles, three within the Police Department, three within the Public Works Department and one within the Lifeguard Department. In addition, the Police Department has secured a grant to add a 4x4 crew-cab pickup truck to the fleet to pull a new emergency supplies equipment trailer. Staff is requesting authorization at this time to begin the purchasing immediately in July 2007. The State of California, County of Los Angeles, and City of Newport Beach have cooperative purchase provisions under their Fleet Division bid that would allow the City to purchase these vehicles for a competitive replacement cost previously bid. The City has used this program in the past to successfully purchase vehicles and is reco=ending the use of these programs to purchase the identified vehicles. The following highlights the proposed fleet purchases and changes: e 1. Police: purchase new 2007 Chevrolet Tahoe 4x4 SSV SUY Police package; City of Newport Beach PO 28186; $34,783.00 base price; funded by General Fund and partial outfitting by Asset Forfeiture Account; step down 2001 Ford Expedition 4x4; Surplus 1998 Chevrolet 4x4 Blazer 4. Police: purchase new 2008 Ford F350 4x4 crew-cab pickup; State Bid #1-07-23-20; $18,160.00 base price, funded by Police Grant; addition to fleet 5. Public Works - Beach: purchase new 2008 Ford 4x4 flat bed pickup; State Bid #1-07-23- 20; $18,014.00 base price; funded by General Fund; surplus 1998 Chevrolet 4x4 flatbed pickup 6. Public Works - Water: purchase new 2008 Ford F250 pickup; State Bid #1-07-23-20; $17,200.00 base price; funded by Water Enterprise Fund; surplus 1998 Ford F250 pickup 7. Public Works - Sewer: purchase new 2008 Ford F250 pickup; State Bid #1-07-23-20; $17,200.00 base price; funded by Sewer Enterprise Fund; surplus 1999 Ford F250 pickup 8. Lifeguards: purchase new 2007 Ford Ranger 4x4 pickup; State Bid #1-07-23-20; $10,600.00 base price, funded by General Fund; surplus 2004 Dodge Dakota 4x4 pickup FISCAL IMPACT: Funding is available as proposed in the Fiscal Year 2007/08 budget within the following allocations: $159,000 Fleet Capital Outlay Account funded by the General Fund; $14,000 Asset Forfeiture Account; $29,000 Sewer Enterprise Fund Capital Outlay; $29,000 Water Enterprise Fund Capital Outlay; and $40,000 from the Police CERT Grant Fund. RECOMMENDATION: It is recommended that the City Council authorize the purchase of 2 Police patrol cars, 1 Police Watch Commander 4x4 SUY, 1 Police 4x4 crew-cab pickup, 1 Public Works Beach 4x4 flat bed, 1 Public Works Sewer pickup, 1 Public Works Water pickup and 1 Lifeguard 4x4 pickup (8 vehicles) as approved in the 2006 Fleet Management Report and as proposed in the Budget. ~.~ Mark: .
