Vukojevic P.E., Director of Public WorlcslCity Engineer SUBmCT: REJECT BIDS FOR THE JANITORIAL MAINTENANCE CONTRACT SUMMARY OF REQUEST: The proposed City Council action will reject all bids and authorize staff to re-advertise the Janitorial Maintenance Contract. BACKGROUND: e The existing janitorial service agreement dated April 24, 2004 included a term from July 1, 2004 to June 30, 2008. Coastal Building Services requested a renegotiation beyond the typical CPI adjustment of the existing Janitorial Contract due to recent minimum wage increases. It was determined that re-bidding the contract would be the most appropriate action. The Public Works Department issued a request for proposal for a new janitorial services contract in April 2007. The request for proposals requested that the contractor provide all labor, equipment, and material required to perform the janitorial maintenance at the specified locations. The intent is also to procure high quality maintenance that will result in attractive building appearance at all times. Currently, the Public Works Department maintains 12 facilities under the current contract and are listed below: e :> Marina Community Center, Building and Restrooms :> North Seal Beach Community Center, Building and Restrooms :> Mary Wilson Library Senior Center, Meeting Room and Kitchen :> City Hall Offices, Building and Restrooms :> Public Works Corporation Yard, Building and Restrooms (Admin Bldg Only) :> Police Department, Building and Restrooms :> Police Substation, Building and Restrooms :> Lifeguard Headquarters, Building and Restrooms :> Seal Beach Pier Restrooms :> McGaugh School Pool Restrooms AgendaItem~ e e e :> Zoeter Softball Field Restrooms :> Seal Beach Tennis Center Five bids were received and received by the City Clerk on Friday, May 18, 2007: 1. StafIrecommends that all bids be rejected due to bid errors and inconsistencies for all of the bids. Re-advertising with further bid document clarifications will be done immediately. Award of a new contract is expected this summer. FISCAL IMPACT: There is no fiscal impact at this time.
