SUBJECT: REJECT BIDS FOR JAIL MANAGEMENT VENDORS
SUMMARY OF REOUESTS:
The proposed City Council action will reject bids for the replacement Seal Beach City Jail
outsourced management vendor and authorize Staff to re-evaluate the project.
BACKGROUND:

Upon the dismissal of the City's previous jail management company, Corrections Systems
Incorporated, the police department created a request for proposal (RFP) soliciting American
Corrections Association accredited members and providers of civilianized jail management
services to submit bids which would comply with a different operational business plan.
Specifically the former business plan was of Ii profit and cost sharing type. The City wished to
abandon that business plan in favor of a simple landlord-tenant-type proposed business plan.
Six accredited companies do business in the State of California, including the former company.
We direct mailed the RFP to each of the six companies with a 2:00PM, May 24, 2007, deadline
for response date.
One bid was received and opened by the City Clerk on Thursday, May 24, 2007. The submitting
company was Paladin Eastside Psychological Services, Inc.. No other companies submitted bids.
The Paladin bid was unresponsive to the RFP in that it was only interested in doing business if
the City would retain the former business plan and bear all costs of doing business. Subsequent
contact with the company verified their refusal to meet the terms of the RFP.
Staff has reviewed the submitted bid documents and recommends that Council authorize it to
reject all bids, based on lack of response generally and unresponsiveness by the one bidder. Staff
will reevaluate the project with an emphasis toward alternative business plans.
