A RESOLUTION ESTABLISHING HOURLY WAGES
FOR PART.TIME SEASONAL AND TEMPORARY
EMPLOYEES AND REPEALING ON THE EFFECTIVE
DATE SPECIFIED, ALL RESOLUTIONS IN CONFLICT
THEREWITH
SUMMARY OF REQUEST:
The purpose of this report is to request City Council approval of the proposed resolution
updating the salary schedule for part-time temporary positions.
BACKGROUND:
On January 1, 2007, the State of California increased the minimum wage from $6.75 to
$7.50, and on January 1. 2008, minimum wage will be increased again to $8.00. It is
necessary for the City to update the part-time, seasonal, temporary salary schedule to
remain in compliance with State labor standards. The ranges for Administrative Intern,
Maintenance Aide, Part-Time Account Clerk/Water Meter Reader and Part-Time Marine
Lifeguard positions have been updated to reflect duties, requisite education and
experience, specialized training, licenses and/or certification and skills needed. The
proposed amendment is recommended to recruit and retain experienced quality part-time
temporary employees who have become invaluable in the delivery of service to the
community.
Currently the Lifeguard Department provides a $0.50 an hour bonus to lifeguards that
hold an Emergency Medical Technician certificate. The Lifeguards must pay for and
take an EMT course on their own to receive this certification. In the past, lifeguards have
been given credit for hours worked on the beach as "patient care hours" in order to keep
the certification active. Standards have changed; and now each lifeguard is expected to
earn "patient care hours" by volunteering in one of the local Emergency rooms. This
charige makes keeping the EMf certificate much more difficult. In order to encourage
our lifeguards to continue with this advanced certification staff is requesting an increase

of the EMf bonus to $0.75 per hour. In addition, it is recommended that the salary
ranges for part-time Marine Lifeguards be amended from a three-tier range system of
Beach Lifeguard I, n, ill to a single range to simplify administration of the Marine
Lifeguard Program.
FINANCIAL IMPACT:
The fiscal impact is expected to be approximately $18,000 to implement the proposed
amendments. The amendments have already been programmed into the proposed budget.
RECOMMENDATION:
It is recommended that the City Council approve Resolution
