Chair Campbell called the Planning Commission meeting to order at 7:00 p.m.
Commissioner Mingione led the Pledge of Allegiance.

APPROVAL OF AGENDA
By Motion of the Planning Commission this is the time to notify the public of any changes
to the agenda, re- arrange the order of the agenda, and provide an opportunity for any
member of the Planning Commission or staff to request an item be removed from the
Consent Calendar for separate action.
Motion by Commissioner Wheeler, second by Vice Chair Coles to approve the agenda.

PUBLIC COMMUNICATIONS
Chair Campbell opened public communications. Speakers: None. Chair Campbell closed
public communications.
City Clerk Harper announced that no emailed comments were received after the posting of
the agenda and noted that the comments were distributed to the Commissioners and made
available to the public on the City's website.
CONSENT CALENDAR
A. Approval of the May 15, 2023, Planning Commission Minutes
Motion by Commissioner Wheeler, second by Vice Chair Coles to approve the consent
calendar.

PUBLIC HEARING
B. Minor Use Permit 23-4
325 Seal Beach Boulevard
Applicant: Josh and Chelsea Thomson
Request: For a Minor Use Permit (MUP 23-4) to allow construction of an architectural gate
structure within the front yard setback that exceeds the maximum height allowed of Y-6"
within a residential property located in the Limited Commercial/Residential Medium Density
(LM/RMD) zoned area.
Recommendation: After concluding the Public Hearing, staff recommends that the Planning
Commission adopt Resolution No. 23-9 APPROVING Minor Use Permit 23-4, with
Conditions and find the project exempt from CEQA.
Associate Planner Marco Cuevas, Jr., provided a comprehensive staff report.
Commissioner's questions were addressed.

Motion by Commissioner Massetti, second by Vice Chair Coles that the Planning
Commission adopt Resolution No. 23-09, APPROVING Minor Use Permit 23-4 with
Conditions and find the project exempt from CEQA.

starts June 6, 2023.
C. Minor Use Permit 23-5
4864 Ironwood Avenue
Applicant: Daniella Carter
Request: Request for a Minor Use Permit (MUP 23-5) to allow construction of an
architectural gate structure within the front yard setback that exceeds the maximum height
allowed of 3"- 6" within a residential property located in the Residential Low Density (RLD
9) zoned area.
Recommendation: After conducting the Public Hearing, staff recommends that the
Planning Commission adopt Resolution No. 23-10, APPROVING Minor Use Permit 23-5
with Conditions, and find the project exempt from CEQA.
Associate Planner Marco Cuevas, Jr., provided a comprehensive staff report.
Commissioner's questions were addressed. The Commissioners questions and concerns
were answered by the Applicant and Associate Planner Marco Cuevas, Jr.
Chair Campbell opened the public hearing. Speakers: Daniella Carter and Josh
Cunningham. Chair Campbell closed the public hearing.
Motion by Vice Chair Coles, second by Commissioner Massetti that the Planning
Commission adopt Resolution No. 23-10, amending Section 4 updating Finding F,
APPROVING Minor Use Permit 23-5, with Conditions and find the project exempt from
CEQA.
