HomeMy WebLinkAboutCC Res 7455 2023-09-25 RESOLUTION 7455 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL APPROVING THE CITY OF SEAL BEACH CODE ENFORCEMENT OFFICER SAFETY STANDARDS WHEREAS, the State Legislature found and declared in Senate Bill (SB) 296 that Code Enforcement Officers are disproportionately at risk for threat, assault, injury and homicide due to the nature of their obligations and that safety training would be of benefit to help Code Enforcement Officers achieve safe outcomes; and, WHEREAS, on October 7, 2021 , the Governor signed into law SB 296 which amended the Penal Code to create a state-mandated local program requiring that each local jurisdiction that employes Code Enforcement Officers to develop safety standards for them; and, WHEREAS, Section 1.15.010 Citation Authority of Title 1, within Chapter 1.15 Enforcement of the Municipal Code identifies City personnel under the designation of the City Manager may issue citations for infractions and for administrative penalties for provisions within the code that such personnel have the duty to enforce; and, WHEREAS, the purpose and intent of this Resolution is to comply with SB 296 by adopting Code Enforcement Office Safety Standards for the City's Code Enforcement Officials. NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE: Section 1. The safety of Seal Beach Code Enforcement Officers is of great importance to the City of Seal Beach. Section 2. Code Enforcement Officer Safety Standards support the training and safety of City Code Enforcement Officers. Section 3. The City Council approves the Code Enforcement Officer Safety Standards and directs the City Manager to take all necessary action to implement them.
