We understand the value to a council and manager of allocating time to ensure that scarce resources are allocated through a thoughtful priority -setting process. Special Advisor Rick Haydon and I will serve as co -facilitators for this workshop. As you may know, our project team members are former local government leaders and managers stemming from all operational facets and are very familiar with the City of Seal Beach and the issues facing your community. Our combined services include: • Executive Recruitment • Executive Coaching • Executive Performance Assessment • Organization Assessments • Organization Development • Performance Management Approach • 'Process Improvement • Strategic and Business Planning • Service Sharing and Service Consolidation • Management Services • Financial Planning, Budgeting and Analysis To optimize Councilmembers' time during the workshop, we propose that careful advance planning be done. This will include meeting with you to discuss the workshop and your desired outcomes, conducting interviews with the Mayor and each Councilmember, preparing an agenda and reviewing it with you, and coordinating with your staff about workshop logistics. Following the workshop, we will prepare a report that documents the direction provided by the Council. The following describes the plan of work anticipated for the engagement. Activity 1 — Gather Background Information and Conduct Interviews Rick and I will start by having a phone conversation with you to discuss the work plan and schedule. We will then conduct individual interviews with each Councilmember remotely. We will ask questions such as: • What are the key accomplishments of the City over the past year? • What are the key challenges facing the City in the coming year? • What are your comments about progress made on the goals and priorities? • What strategic objectives would you like to see discussed at the workshop? i The City of Seal Beach October 23, 2023 What comments do you have about last year's budget process? What other issues would you like to discuss at the workshop? The results of our interviews will be summarized for discussion during the workshop Activity 2 — Design and Facilitate Workshop We will prepare a draft agenda and identify materials that will be helpful during workshop discussions. We will review the draft agenda with you and then finalize it and other workshop materials. We will also prepare a PowerPoint presentation to aid in the workshop process. Participants will include Councilmembers and the management team. The discussions will likely include items, such as: • Progress on the existing strategic objectives, • A discussion about the financial forecast, • Results of Council interviews and priorities they identified, • Consensus about strategic objectives, and • Other issues identified during interviews or the agenda -preparation process. Following the workshop, we will prepare a report summarizing the results and follow-up steps to be taken. Co -Facilitator Rick and I will serve as co -facilitators. Our brief qualifications are provided below. \ 0 SpeciatAtIvIsor ► Project Role: Facilitator • Has more than 30 years of municipal government experience, with an emphasis onmanagement and supervision, budgeting, financial analysis, and fund accounting. • Served as interim city manager for the City of Solvang until April 2019; retired in 2017 as city manager for the City of Santa Maria, having been in that capacity for six years. • Oversaw a full-service city in Santa Maria of more than 100,000 residents, a workforce of over 700 employees, and an annual operating budget of $163 million; responsible for the day-to-day operations of the City and coordinated the budget process. • During his tenure with Santa Maria, Rick was responsible for the City winning 21 consecutive California Municipal Finance Officer's (CSMFO) Excellence in Budgeting Awards and 10 consecutive biennial Government Finance Officers Association (GFOA) Distinguished Budget Presentation Awards. • Prior to Santa Maria, Rick was the budget and employee relations manager for the City of Dinuba where he was responsible for coordinating, preparing, and compiling the City's annual budget document. 2 -Y The City of Seal Beach October 23, 2023 i Project role.- Engagement leader • Carol has held a wide range of roles across local government and consulting, including multiple stints as a city manager, and served most recently as assistant city manager of the City of Newport Beach, California. In that role, she had responsibility for functions as varied as fire, library, harbor, information technology, utilities and homelessness, with service as interim finance director and harbormaster. • She also served as city manager for the Southern California cities of Eastvale and Stanton; as interim city manager for the City of Grand Terrace, California; and in a series of roles with increasing responsibility for the City, of Costa: Mesa, California. • Jacobs' consulting experience includes managing a. financial solutions practice area that served local governments, with responsibility for managing client needs, preparing financial studies, and conductingmanagement and organizational reviews. Project Cost We will complete the plan of work described above for a fee of $16,900, which includes our travel expenses. However, this exclusion does not apply to: (1) the exceptions contained in Subparagraphs d. orf above; or (2) such inspections, adjustments, tests or servicing as such person or organization has agreed with the Named Insured to make or normally undertakes to make in the usual course of business, in connection with the distribution or sale of the products. 2. ADDITIONAL INSURED -PRIMARY AND NON-CONTRIBUTORY TO ADDITIONAL INSURED'S INSURANCE A. The Other Insurance Condition in the COMMERCIAL GENERAL LIABILITY CONDITIONS Section is amended to add the following paragraph: If the Named Insured has agreed in writing in a contract or agreement that this insurance is primary and non- contributory relative to an additional insured's own insurance, then this insurance is primary, and the Insurer will not seek contribution from that other insurance. For the purpose of this Provision 2., the additional insured's own insurance means insurance on which the additional insured is a named insured. B. With respect to persons or organizations that qualify as additional insureds pursuant to paragraph I.K. of this endorsement, the following sentence is added to the paragraph above: Otherwise, and notwithstanding anything to the contrary elsewhere in this Condition, the insurance provided to such person or organization is excess of any other insurance available to such person or organization. 3. BODILY INJURY — EXPANDED DEFINITION Under DEFINITIONS the definition of bodily injury is deleted and replaced by the following: Bodily injury means physical injury, sickness or disease sustained by a person, including death, humiliation, shock, mental anguish or mental injury sustained by that person at any time which results as a consequence of the physical injury, sickness or disease. 4. However, the Named Insured shall give written notice of such occurrence, offense or claim to the Insurer as soon as the Named Insured is aware that this insurance may apply to such occurrence, offense or claim. 5.
