ow A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEAL BEACH AMENDING THE CITY OF SEAL BEACH
COST RECOVERY SCHEDULE TO AMEND THE FEES FOR
DOG LICENSES AND TO AMEND THE PENALTY
SCHEDULE FOR NON-COMPLIANCE WITH DOG
LICENSING REQUIREMENTS
WHEREAS, user and regulatory fees are established by the City Council: and
WHEREAS, on January ,

for dog licensing, but the City Council desires to amend such fees so that they cover all
licensing requirements in the Ordinance and recover the City's City'cost of providing licensing
services; and
WHEREAS, the City evaluated the City'City's costs of providing dog licensing services,
including an examination of costs borne by other agencies that license dogs, to ensure
the City's City'fees reasonably reflect the cost of providing such services, and
WHEREAS, the City Council desires to establish an administrative penalty for violations
of the ordinance's licensing requirements by amending the City of Seal Bah penalty
schedule; a n d
WHEREAS, notice of the proposed foes was made available to the public for review prior
to the public hearing on the proposed dog licensing fees in the manrr set forth in
California Government Code Section 1 ; and
WHEREAS, , on January , 2024, the City Council conducted a duly -noticed public
hearing and received testimony from City staff and all interested parties regarding the
fees for dog licenses and administrative penalty; and,
WHEREAS, S, the City Council desires that annually the City Manager may update the fees
based on the annual percentage change in the all- urban Consumer Price Index for Los
Angeles- Long Beach- Anaheim, CPI). If the CP1 does not change or goes down in
given year, no change shall be made to the fee schedule that year; and
WHEREAS, the adopted fees shall b 'incorporated into the City's City'existing Citywide
Master Fee Schedule and the administrative penalty shall be incorporated into the it '
existing penalty schedule, Incorporating these fees into the fee schedule will allow for the
fees to be considered with future comprehensive user and regulatory fee updates,
NOW, THEREFORE, E, THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. The City Council hereby finds that all of the facts set forth in the Recitals set
forth above are true and correct.
Section 2. The City Council finds that the adoption of this Resolution is exempt from
the California Environmental Quality Act (Public Resources Code Sections
21400 et seq.) ("CEQA"), and the State CEQA Guidelines because it
approves fees for the purpose of meeting the operating expenses of City
departments, asset forth in Public Resources Code Section 21080(b)(8)(A).
Section 3. The City Council hereby amends the Animal Control Fees, Dog Lion, of
the City of Seal Beach Cost Recovery Schedule, as set forth below.

SECTION 4. The City Manager may annually update the fees based on the annual
percentage change in the all - urban Consumer Price Index for Los Angeles -
Long Beach- Anaheim, CA (CPI). If the CPI does not change or goes dawn
in a given year, no change shill be made to the fee schedule that year.
SECTION 5. The City Council hereby amends the City of Seal Beach Administrative
Penalty Schedule to add a 11 dmini trati penalty for failure to procure
and maintain a dog license in accordance with the Seal Beach Municipal
Code.
SECTION 6. Except as otherwise expressly amended by this Resolution, the fees set
forth in the City of Seal Beach Cost Recovery Schedule and Administrative
Penalty Schedule shall remain in full force and effect.
SECTION 7. This Resolution shall be effective immediately.
