Chair Wheeler called the Citizen -Council Parking Advisory Ad Hoc Committee meeting to
order at 5:40 p.m.
ROLL CALL
Present: Chair Wheeler
Committee Members: Moore, Kalmick, Ingram, Henderson,
Husting, McDannel, Rathmann, Terry, Dixon
Absent: Jahncke
Staff Present: Barbara Arenado, Finance Director/City Treasurer
Nicholas Nicholas, Police Captain
Mike Ezroj, Police Captain
Shaun Temple, Planning Manager
Gloria D. Harper, City Clerk
PUBLIC COMMUNICATIONS
Chair Wheeler opened public communications. Speaker: Francis Orlando. Chair Wheeler
closed public communications.
City Clerk Harper noted that no emailed comments were received after posting the agenda.
COMMITTEE ITEMS
1. Receive and file the November 29, 2023, Citizen -Council Parking Advisory Ad
Hoc Committee Minutes.
Committee Member Kalmick moved, second by Committee Member McDannel, to approve
the minutes.
AYES: Wheeler, Husting, Kalmick, McDannel, Terry, Rathmann, Moore
NOES: None
ABSENT: Jahnke
ABSTAIN: None
Motion carried
2. Parking Finance Presentation
Chair Wheeler introduced the item and turned the item over to Captain Nicholas,
who provided a brief PowerPoint presentation on Seal Beach's Parking and Finance.
A dialogue ensued between the Committee Members Husting, Rathmann, Moore, Chair
Wheeler, Chief Henderson, Captain Nicholas, Finance Director Arenado, and Parking
Consultant Dixon. The Committee Members' questions and concerns were addressed.
3. Parking Options Discussion: Dixon Resources
Chair Wheeler introduced the item and turned the item over to Parking Consultant Dixon,
who provided a brief presentation regarding Seal Beach Paid Parking Considerations.
A dialogue ensued between the Committee Members Husting, Rathmann, Terry, Moore,
Chair Wheeler, Chief Henderson, and Parking Consultant Dixon. The Committee
Members' questions and concerns were addressed. There was consensus that Parking
Consultant Dixon bring back Revenue Modeling for three (3) and four (4) hour parking
for Pay to Stay and a forecast. Vice Chair Husting suggested that the Committee move
forward with Wayfinding items to include Increase secure bike parking locations along
Main Street and Beach/Old Town Shuttle.
Vice Chair Hustings moved, second by Committee Member Terry to recommend to
the City Council to increase secure bike parking locations along Main Street
and Beach/Old Town Shuttle.

NOES: None
ABSENT: Jahnke
ABSTAIN: None
Motion carried.
Vice Chair Hustings moved, second by Committee Member Terry to approve Pay to Stay
for three (3) hour parking.

NOES: None
ABSENT: Jahnke
ABSTAIN: None
Motion carried.
Vice Chair Hustings moved, second by Committee Member Terry to approve commercial
loading and food delivery services.
AYES: Wheeler, Husting, Kalmick, McDannel, Terry, Rathmann, Moore
NOES: None
ABSENT: Jahnke
ABSTAIN: None
Motion carried.
4. Discussion/Action on Recommendation to the City Council regarding Paid Parking on
Main Street

Chair Wheeler adjourned the Citizen -Council Parking Advisory Ad Hoc Committee meeting
at 7:20 p.m.
