The City Council met in Regular Session at 7:00 p.m. in the City Council Chamber.
Council Member Steele led the Pledge of Allegiance.

ORAL COMMUNICATIONS
Mayor Sustarsic opened oral communications. Speakers: Patty Senecal, Kori DeLeon,
Edward Solis, Matthew Terry. Mayor Sustarsic closed oral communications.
Nine (9) supplemental communications were received after the posting of the agenda;
they were distributed to the City Council and made available to the public.
APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS AND
ORDINANCES
Council Member Steele pulled item C for separate consideration.
Mayor Pro Tem Landau moved, second by Council Member Moore, to approve the
agenda.

CITY ATTORNEY REPORT
City Attorney Ghirelli reported that the City Council met in Closed Session regarding the
two (2) items on the posted agenda. All five (5) Council Members were present, and no
reportable action was taken.
CITY MANAGER REPORT
City Manager Ingram introduced Director of Public Works Lee and Orange County Fire
Authority Division 1 Chief Covey who gave an overview of their respective responses to
the G&M Oil incident at 1300 Pacific Coast Highway. Mayor Pro Tern Landau's questions
and concerns were addressed by Chief Covey.
City Manager Ingram reported that the two (2) community meetings to study the proposed
water and wastewater rate increases have been postponed, with new dates to be
determined.
COUNCIL COMMENTS
Council Member Kalmick reported his attendance at a San Gabriel River Working Group
meeting, the Orange County Council of Governments (OCCOG) meeting, an Orange
County Fire Authority (OCFA) Board meeting, the Southern California Association of
Governments (SCAG) meeting, and an Our Neighborhood Voices Initiative Zoom meeting
with officials from other California coastal cities. Additionally, he reported that he was
given a tour of the Bay Theater.
Council Member Moore reported his attendance at the Seal Beach Lions Club
Skateboarding for Autism event and noted it was great to see so many volunteers. He
thanked the Public Works department for replacing old and missing signs in College Park
West.
Council Member Steele made remarks regarding the solar eclipse that took place on
April 8, 2024. He reported his attendance at the Orange County Council of Governments
(OCCOG) meeting, a Golden Rain Foundation (GRF) Board meeting, a GRF Council of
Presidents meeting, and a Leisure World open house. Additionally, he reported his plan
to attend the League of California Cities Leadership Conference in Sacramento, and the
University of California Los Angeles (UCLA) Economic Forecast luncheon, in the coming
months.
Mayor Pro Tern Landau reported her attendance at the Sunny Side Café Ribbon Cutting
Ceremony, and the Seal Beach Lions Club Skateboarding for Autism event. She also
reported that on April 13, 2024, there will be a Skateboarding for Military Kids event, that
will be hosted by the Lions Club. She invited the public to join her and the Lions Club for
the Beach Cleanup, scheduled for April 20, 2024, at the 1st Street Parking Lot at 9:00 a.m.
Mayor Pro Tern Landau made a motion, seconded by Council Member Moore to hire a
contractor to walk through the Ironwood property to determine the work to be done to
bring the house to a habitable condition. A dialogue ensued between the Council
Members.
City Manager Ingram clarified that as a part of the Property Management agreement with
Westridge Commercial Inc., the scope of work for the property is in progress. Director of
Public Works Lee and Community Development Director Smittle provided additional
insight on the estimated timeline for the scope of work. City Attorney Ghirelli suggested
the motion be revised to have staff agendize an update on the property for the next
meeting since there is a contract in place. There was consensus to have staff provide an
update on the Ironwood property at the next City Council meeting.
Mayor Sustarsic reported her attendance at the Chamber of Commerce City Committee
meeting along with Seal Beach Chamber of Commerce President Juni Banico, the San
Gabriel River Working Group meeting, the Sunny Side Café Ribbon Cutting Ceremony,
an Our Neighborhood Voices Initiative Zoom meeting with officials from other California
coastal cities, an Orange County Sanitation District (OCSan) Board of Directors meeting
and an OCSan Operations Committee meeting. Mayor Sustarsic announced that a
representative from OCSan will be in attendance at the April 22, 2024, City Council
meeting to provide an update on an upcoming pump station renovation project. Lastly,
she announced that the OCSan's Open House, to celebrate their 70th anniversary, will
take place on June 8, 2024, at their Fountain Valley headquarters.

CONSENT CALENDAR
A. Approval of the March 25, 2024, City Council Minutes - That the City Council
approve the minutes of the Closed Session and Regular City Council meetings held on
March 25, 2024.
B. Demands on City Treasury (Fiscal Year 2024) April 8, 2024 - Ratification.
a representative for District Five.
D. Approving and Authorizing the Execution and Recordation of a Temporary
Construction Easement Agreement with Old Ranch Country Club, LLC - That the
City Council adopt Resolution 7507: 1. Approving a Temporary Construction
Easement Agreement with Old Ranch Country Club, LLC; and, 2. Authorizing the City
Manager to Execute the Temporary Construction Easement Agreement and to cause
the executed Temporary Construction Easement to be recorded at the Orange County
Clerk-Recorder.
Council Member Steele moved, second by Council Member Kalmick, to approve the
recommended actions on the consent calendar.
The vote below is for the Consent Calendar Items with the exception of Item C.

ITEMS REMOVED FROM THE CONSENT CALENDAR
C. Council Appointment to the Seal Beach Cable Communications Foundation —
District Five - It is at the request of Council Member Steele that the City Council
appoint Richard (Eric) Nelson to the Seal Beach Cable Communications Foundation, as
a representative for District Five.
Council Member Steele expressed his gratitude to Mr. Nelson for his decision to join the
Seal Beach Cable Communication Foundation. He introduced him to the City Council and
the community.
Council Member Steele moved, second by Council Member Moore, to approve item C.

Fiscal Year 2023-2024 Mid-Year Budget Update and Consideration of Proposed
Amendment to Fiscal Year 2023-24 Budget - That the City Council receive and file
Fiscal Year 2023-2024 Mid-Year Budget Update and adopt Resolution 7508 to approve
Budget Amendment BA #24-10-01.
Director of Finance Arenado provided a comprehensive overview of the staff report.
Council Members' questions and concerns were addressed.
Council Member Steele moved, second by Council Member Kalmick to receive and file
Fiscal Year 2023-2024 Mid-Year Budget Update and adopt Resolution 7508 to approve
Budget Amendment BA #24-10-01.
