What election is this notice for?
This is the Election Notice for the November 5, 2024, General Municipal Election for Council Districts
2 & 4. The City is required to print the Election Notice in Korean as identified for the US Census
Bureau and governed under the federal Voting Rights Act the California Elections Code.

What is this violation for?
A City staff member in a City vehicle received a Toll Road violation while on official City business. The
staff member mistakenly believed the vehicle was covered under a Toll Road account.
Item D. Report of City Manager and Department Heads Authorized Contracts:
5/1/2024 – 5/1/2025. Community Development Economic and Planning Services (EPS).
A nexus study to support development fee program for Park and Community Services

in Seal Beach. $ 26,250. Would these fees be in addition to Quimby fees?
The results of this fee study will replace the existing Quimby fees. Quimby fees are tied to
subdivisions (creation of new parcels). This fee study will implement fees for new units that result
from subdivisions as well as from multifamily projects that are not subdivided. By law, we must
update impact fees every eight years, and our fee is outdated.
Item E. Amendment 1 to PSA with Psomas for Development of an EIR (Old Ranch Country Club
Project):
Is there confirmation that the EIR in progress is a Project EIR, as opposed to Program EIR as stated in the
original contract with Psomas? Yes.
This contract extension with Psomas is for one year. Is there an estimated release date for the Draft EIR
for the Old Ranch Country Club Project? No. We expect another amendment to modify the scope will
be forthcoming in the near future, and we are waiting on the applicant for approval.
Will the city hold a public meeting during the 45-day release period of the Draft EIR document? Would
Psomas be available at this public meeting? Yes, an EQCB meeting will be held to discuss, and Psomas
will be in attendance.
In the recent Draft EIR for the Los Alamitos project at 4665 Lampson, Arsenic levels were reported to be
found to be 42 times normal (due to probable proximity to the nearby airfields of the JFTB). PFAS
chemicals have also been found on the Joint Forces Training Base. Will a Health Risk Assessment (HRA)
be performed in the Draft EIR for the Old Ranch Country Club Project?
We have reached out to Psomas and will provide an update as soon as we have one. As noted above,
we expect another amendment to modify the scope will be forthcoming in the near future, and we
are waiting on the applicant for approval. We can also discuss your question regarding the inclusion
of a HRA in a revised scope of work with the applicant as well.
