E. Single-Family Residences Parking Reduction: Parking requirements for single-family residences
undergoing remodeling, renovation, or addition projects in compliance with Assembly Bill 1308 (AB
1308, Stat. of 2023, C. 756).
1. For single family projects undergoing remodeling, renovations, or additions, no
additional parking shall be required as a condition of approval, unless the following
applies:
a. Exception: Parking can be required on single family projects where the residence
exceeds any maximum size limit prescribed by applicable zoning regulations,
including height, lot coverage, and floor-to-area ratio.
2. Single family homes with an ADU will be required to meet the parking requirements within
the ADU section of this Code.”
Shared Parking Agreements
•AB894 – Shared Parking Agreements to be processed administratively under
certain conditions (CUP required in all other circumstances)
•Underutilized – 20% of parking spaces not used
•Parking Analysis
•Secure the long-term provision of parking spaces or allow for periodic
review and approval by the City
•Record the shared parking agreement against all parcels
•Developments with 10 residential units or more or 18,000 square feet or
more shall notify property owners within 300 feet, that any such property
owner has 14 days to request a public meeting at the Planning Commission
RECOMMENDED MOTION
•Planning Commission recommends Approval of Zone Text
Amendment 24-01 to the City Council.
•As all proposals are either a clean up of errors in the code,
or to come into compliance with State law, Staff
recommends approval of Zone Text Amendment 24-01.
