AN ORDINANCE OF THE CITY OF SEAL BEACH REGULATING WHEELED DEVICES IN SHOPPING AREAS AND AMENDING THE CODE OF THE CITY OF SEAL BEACH THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS FOLLOWS: I Section 1. Chapter 15 of the Code of the City of Seal Beach is amended by repealing Sec:tion 15-19.1 therefrom. Section 2. Chapter 15 of the Code of the City of Seal Beach is amended by adding thereto a new Section 15-22 to read: o Sec. 15-22. Definitions. A. ShoDDina Center. "Shopping center" means a group of stores and other commercial establishments, planned, developed, owned, and managed as a unit, with parking provided on the property. B. ShoDDina District. "Shopping district" means a collection of individual stores and other commercial establish- ments standing on separate lots or parcels along street frontage or clustered in a contiguous area, with or without off-street parking. C. Skateboard. "Skateboard" means any board which has wheels attached to it and which is propelled by pushing, pulling, graVitational, or mechanical forces, and to which there is not affixed any device or mechanism for steering. I D. Pedestrian Walkwav. "Pedestrian walkway" means an area within a shopping center or shopping district which is closed to vehicular traffic and which is designed for pedestrian travel. E. Wheeled Device. "Wheeled device" means any device propelled by wheels through human or any kind of mechanical or motorized power source, including skateboards, bicycles and roller skates. Wheelchairs, shopping carts being used for the movement of merchandise from store to store, store to vehicle or back, or any type of baby carriage, stroller or walker are not included in this definition. Section 3. Chapter 15 of the Code of the City of Seal Beach is amended by adding thereto Section 15-22.1 to read: Sec. 15-22.1. Wheeled Devices in Unsafe Areas. No person shall ride or operate any wheeled device within the city on any public sidewalk, streetway or thorough-fare which the city council has, by resolution found and designated as unsafe there- for. Section 4. Chapter 15 of the Code of the City of Seal Beach is amended by adding thereto Section 15-22.2 to read: I Sec. 15-22.2. Wheeled Devices in ShoDDina Centers or ShoDDina Districts. No person shall operate or use any wheeled device on a street, sidewalk, pedestrian walkway, or parking area within a shopping district; except that within a shopping center, the operation or use of any wheeled device on a sidewalk, pedestrian walkway or parking area is prohibited only if the shopping center owner causes signs to be posted prOhibiting such operation or use.
