AN ORDINANCE OF THE CITY OF SEAL BEACH REPEALING THE MORATORIUM ON CONDITIONAL USE PERMITS FOR LIQUOR ESTABLISHMENTS AND DECLARING THE URGENCY THEREOF THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS FOLLOWS: I Section 1. Ordinance Nos. 1214 and 1222 of the City of Seal Beach, and the moratorium established thereunder, are hereby repealed. Section 2. The City of Seal Beach established a moratorium on the granting of conditional use permits for on-site and off-site liquor establishments in order to study the adequacy of the existing regulations. Such study has been completed and the City Council has received the Planning Commission report. There are several existing and prospective businesses which will suffer unnecessary hardships if the moratorium remains in effect until its expiration on July 25, 1986. In order to avoid such unnecessary hardships and the resulting detrimental effect on the community, it is necessary for the immediate preservation of the public peace, health, safety and welfare that this ordinance take ct immediately.
