ORDINANCE NO. 1226
AN ORDINANCE OF THE CITY OF SEAL BEACH
ADOPTING A REVISED STATE LANDS SPECIFIC
PLAN AND REPEALING ORDINANCE NO. 1155
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN
AS FOLLOWS:
Section 1. The City of Seal Beach State Lands Specific I
Plan is hereby approved and adopted as set forth in Exhibit
"1," attached hereto and incorporated herein by this reference.
Section 2. Ordinance No. 1155 of the City of Seal
Beach is hereby repealed.
Section 3. The City Clerk shall certify to the passage
of this ordinance and cause the same to be published as
required by law and the same shall take effect as provided

Lands Specific Plan by the City of Seal Beach is
authorized by the following:
a, Articles 17 and 29.5 of Chapter 28 of the Code of the
City of Seal Beach; and
b, Division 20 of the California Public resources Code
l~hich is known as the California Coastal Act of 19761.
Chapter 6, Article 2. Sections 30510, 30511 and 30513
which require the submission of zoning ordinances,
zoning district map or other implementing actions to
the California Coastal Commission following local
government adoption.

Specific Plan is prepared to provide for the
classification and development of portions of
parcels of land as a coor~inated comprehensive
project so as to take advantage of the superior
environment which can result from integrated
community planning, The concepts, regulations and
conditions established by the State Lands Specific
Plan are intended to provide for visitor-serving
land uses and development standards created
specifically for the State Lands property, The
State Lands Specific Plan functions as both a
ministerial and regulatory document in providing
for the systematics means of executing the General
Plan of the City of Seal Beach. The State Lands
Specific Plan provides the opportunity to combine
the concepts. procedures and regulations of
numerous documents into one, These documents
include the Redevelopment Plan for the portion of
the Riverfront Redevelopment Project which falls
within the Specific Plan area and is also within
the boundaries of the City of Seal Beach Local
Coastal Plan, The State Lands Specific Plan. ~hen
adopted by Ordinance. establishes the type.
location. intensity and character of development
to take place. while providing for creative and
imaginative community design concepts which are
preferred in dealing with unique site conditions,
'Alternative zoning regulations, development
standards and other regulations have been
incorporated into the State Lands Specific Plan in
return for increased development sensitivity to

sandbagging, shall be used to minimize sedimentation
during construction activities. An erosion/siltation
control plan shall be prepared and submitted to the
California Regional Water Quality Control Board - Santa
Ana Region and approved prior to approval of the
building or grading permit. The plan shall address all
phases of project construction,

median to serve westbound traffic turning south onto
Pacific Coast Highway and eastbound traffic turning
north into the project site.

Certain points of access to the City due to use and
location are major entrances into the City. A
significant portion of the visitors and users
impression of the City are influenced by conditions at
these locations, Hence, it is imperative that special
consideration be given to the development and design of
these gateway areas. The State Lands Specific Plan
site is one of these gateways to the City due to its
location and visibility. Therefore, because of this
significant importance, the architectural design of the
State Lands site must be of superior quality. The
following design standards are intended to result in a
superior designed environment which is safe and
pleasing in design.
