Notwithstan:lln;J the provisions of Article 24 (Sections 28-2400 to 28-2408) of Chapter 28 of the COde of the City of Seal Beach, California, a legal nonoonfoDllirr:J buildi.nJ or use that is damaged or destroyed on or after NoIranber 10, 1986 by fl.oodi.nq caused by an act of nature may be reconstructed provided that the following requirarents are satisfied: I 'mE CITl1' a:xncn. OF 'mE Cl'lY OF SEAL BElICH OOES ORDAIN AS F'ClLUH): a. Such reconstJ:uction is pennitted by the Buildi.nJ COde. b. Such reconstruction does not increase or expand any of the noI\lXlnfonning oomitions existing on the date of such damage or destruction. c. Such reconstruction is ocmnerx:ed within one year of the date of such damage or destruction and is pursued dil.i.gently to catpletion. For the purposes of this oJ:dinance, the tenns "norxx>nfoDllirr:J buildi.nJ" and "nonconfonni.ng use" shall have the meaniI1JS set forth in Sections 28-262 and 28-263 of the COde of the City of Seal Beach, California, respectively.
