Home My WebLink AboutCC Ord 1239 1987-02-23 I I I ORDI NANCE NO.- /:2.;;3 CJ AN ORDINANCE OF THE CITY OF SEAL BEACH ESTABLISHING A DEFINITION FOR "ROOF SIGN" AND SPECIFIC PROCEDURES FOR DESIGNATING HISTORIC SIGNS AND AMENDING THE SEAL BEACH MUNICIPAL CODE THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS FOLLOWS: Section 1. Article 2 of Chapter 28 of the Code of the City of Seal Beach, California is hereby amended by adding Section 28-278.1, which is to read as follows: Section 28-278.1. Roof. "Roof" means the top edge of the roof or the top of a parapet whichever forms the top line of the building silhouette. Section 2. Article 2 City of amended to read of Chapter 28 of the Code of the Seal Beach, California is hereby by adding Section 28-278.2, which is as follows: Section 28-278.2. Roof Sign. means a sign installed upon or of a building or structure, or above the parapet or roof line "Roof Sign" above the roof which projects of a building. Section 3. Article 2 City of amended to read of Chapter 28 of the Code of the Seal Beach, California is hereby by adding Section 28-289.1, which is as follows: Section 28-289.1. Wall Sign. "Wall Sign" means a sign attached to or installed on the exterior wall of a building or structure with the exposed face of the sign in a place approximately parallel to the plane of the exterior wall. A sign affixed to a mansard or parapet shall be considered a wall sign. Section 4. Article 2 of Chapter 28 City of Seal Beach is adding Section 28-263.1, follows: of the Code of the hereby amended by which is to read as Section 28-263.1. Parapet. "Parapet" means an extension of the structural walls, screening from view on all sides of a building the roof-top equipment or other unaesthetic features, not extending in height above that required for the purpose of screening. Section 5. Article 18 of Chapter 28 of the Code of the City of Seal Beach, California is hereby amended by adding Section 28-1812, which is .::." ~'to,read as follows: .1:'*" . ., ~ Section 28-1812. Historic Signs. A. General: The Planning Commission shall have the power to designate existing signs as historically and/or architecturally significant and therefore exempt from the size and/or height provisions of Ordinance Number /.2 31 this article. Any sign so designated shall be maintained in its original condition and inspected annually for structural or other defects which would render the sign unsafe. Any such sign I found by the City to be unsafe shall be removed within the time specified by the City. B. Procedure: (1) Requests for such historic designation shall be made by application for a conditional use permit on the form provided by the City and shall be accompanied by such fees as specified by the City Council. (2) In reviewing the application for historic slgn designation, the Planning Commission shall make the following findings: (a) The sign is of reg ional significance. local, state or historic (b) The sign contributes to the architectural integrity of the I building or use. (c) The sign does not adversely impact the public health, safety, and welfare. (d) The sign is a minimum of 25 years old. (3) Any replacement sign for a historic sign shall require a current sign permit and all new signs shall comply with the current height and size requirements.
