Home My WebLink AboutCC Ord 1197 1985-09-23 ORDINANCE NUMBER 11S?j7 AN ORDINANCE OF THE CITY OF SEAL BEACH AMENDING CHAPTER 9B OF THE CODE OF THE CITY OF SEAL BEACH CONCERNING THE FLOODPLAIN OVERLAY DISTRICT THE CITY COUNCIL OF TflE CITY OF SEAL BEACH DOES HEREBY ORDAIN: I Section 1. Chapter 9B. Section 9B-l of the Code of the City of Seal Beach is hereby amended to read as follows: Sec. 9B-l. Method used to analyze flood hazards. A regulatory flood shall be selected which is based upon engineering calculations which permit a cons\deration of such flood factors as its expected frequency of occurrence. the area inundated. and the depth of inundation. The regulatory flood selected for this chapter is representative of large floods known to have occurred in this region and which are reasonably characteristic of what can be expected to occur on the particular streams subject to this chapter. It is in the general order of a flood which could be expected to occur on the average once everyone hundred years or has a one percent chance of occurrence in anyone year, or as delineated in the Federal Insurance Administration's Flood Insurance Study, and illustrative materials (FIRM) dated September 18. 1985 as amended. (Ord. #1036. Sec. 1 (part).) Section 2. Chapter 9B, Section 9B-8 of the Code of the City of Seal Beach is hereby added as follows: Section 9B-B. Coastal hi h hazard area. Coastal high hazard areas V-zones have special flood hazards associated with high velocity waters from coastal and tidal tsunamis; therefore. the following provisions shall apply: I 1) All buildings or structures shall be located landward out of reach of the mean high tide. 2) The placement of mobile homes shall be prohibited, except in an existing mobile home park or mobile home subdivision. ' 3) The alteration of sand dunes shall be prohibited when such an alteration would increase potential flood damage. I 9B-8.l. Construction methods for coastal high hazard areas (V zones). 1) Elevation. All buildings or structures shall be elevated so that the lowest supporting member is located no lower than the base flood elevation level. with all space below the lowest supporting member open so as not- to impede the flow of water, except for breakaway walls as provided for in Section 5.8-2(4)(b). 2) Structural Support: a) All buildings or structures shall be securely anchored on pilings or columns. Ordinance Number //f/1 . b) Pilings or columns used as structural support shall be designed and anchored so as to withstand all impact forces and buoyancy factors of the base flood. c) There shall be no fill used for structural support. 3) Certification. Compliance with the prOVls,ons of Section 4.8-2 and 5.8-2(2)(a) and (b) shall be certified to by a registered professional engineer or architect and provided to the official as set forth in Section 4.3-3. I 4) Space Below the Lowest Floor: a) Any alteration, repair. reconstruction or improvement to a structure started after the enactment of this ordinance shall not enclose the space below the lowest floor unless breakaway walls are used as provided for in this section. b) Breakaway walls may be allowed below the base flood elevation provided they are not a part of the structural support of the building and are designed so as to breakaway, under abnormally high tides or wave action, without damage to the structural integrity of the building o~ which they are to be used. c) If breakaway walls are utilized, such enclosed space shall not be used for human habitation. d) Prior to construction, plans for any structure that will have breakaway walls must be submitted to the City Engineer for approva 1. Section 3. The City Clerk shall certify to the passage of this ordinance and cause the same to be published as required by law and the same shall take effect as provided by law.
