Badum, Director of Public Works/City Engineer Subject: COVE AREA STORM DRAIN REPAIR, PROJECT NO. 666 GENERAL DESCRIPTION The proposed City Council action will approve a budget amendment which transfers $75,000 from the Beach Replenishment program and direct City staff to negotiate a contract with one of three qualified contractors to construct the Cove Area Storm Drain Repair, Project No. 666. DISCUSSION: On November 13, 1995, City Council approved the plans and specifications for the Cove Area Storm Drain Repair Project and passed a resolution which authorized City staff to expedite the bidding process by deleting the normal advertising process due to emergency conditions. The project will repair the storm drains at Emerald Cove Way and Crystal Cove Way which serve the Cove residential area. In January 1995, this neighborhood area experienced severe flooding due to the intensity of the storm and the partial failure of the existing drains. The proposed repair project will replace the existing twin corrugated pipes with one 24” high density polyethylene pipe (HDPE) and standard concrete catch basin at each location. City staff selected five contractors based upon their previous work experience and ability to perform the work to meet the proposed schedule. On November 27, 1995 at 3:00 pm, bids were opened and read in the Office of the City Clerk. Only one bid was received and that bid was determined to be non-responsive. In order to expedite the project, it is recommended that City Council authorize staff to meet with a minimum of three qualified contractors and negotiate a contract to construct the project on a time and materials basis at a cost not to exceed $75,000. Upon assessing the damage caused by the winter storms, City staff made an application to the Federal Emergency Management Agency (FEMA) to fund the necessary repair work. However, the City was notified in September that the funding through FEMA would not be approved. Due to the anticipated FEMA funding, funds were not budgeted within the 1995/96 fiscal budget for this project. The necessary funds required to construct this project could be transferred from the Beach Sand Replenishment program since the Federal erosion control project has been deferred. The balance remaining in the project fund should be sufficient to deal with any emergency shoreline erosion needs for this winter season. However, the sand replenishment appropriation for East Beach would have to be re-addressed in next year’s budget process if the City is to take advantage of the anticipated Army Corps of Engineers project in the Surfside Colony Area. RECOMMENDATION Staff recommends that the City Council approve a budget amendment transferring funds in the amount of $75,000 from the Beach Sand Replenishment Program and direct staff to negotiate a contract to construct the Cove Area Storm Drain Repair, Project No. 666 with a qualified contractor at a cost not to exceed $75,000.
