Badum, Director of Public Works/City Engineer Subject: INTERGOVERNMENTAL AGREEMENT FOR COLLECTION AND DISPOSAL OF HAZARDOUS MATERIALS BETWEEN THE CITY OF HUNTINGTON BEACH AND THE CITY OF SEAL BEACH GENERAL DESCRIPTION The proposed revised intergovernmental agreement will provide for the continuation of hazardous material collection and disposal by the City of Huntington Beach as needed within the City of Seal Beach. DISCUSSION: The City of Seal Beach is presently participating in a regionalized program to handle hazardous materials which may be illegally dumped on public properties within the City of Seal Beach. In March 1995, the City Manager was authorized to execute an agreement with the City of Huntington Beach for the collection and disposal of hazardous material. The agreement provides a substantial savings over an in-house program which would include licensing, training, and special equipment and is competitive with private companies who provide similar services. The proposed revised agreement addresses the cost sharing of special insurance requirements which were not addressed by the original agreement. The cost of the special insurance is $13,000 per year. The City of Huntington Beach has successfully negotiated with the City of Westminster to provide similar services for their city. The cost of insurance will be shared with the City of Westminster which reduces the City’s cost to $6,500 per year. The revised agreement also provides the opportunity to realize additional savings should additional cities become a party to the regionalized program. FISCAL IMPACT Funds for the special insurance, $6,500, are currently available within the City’s 1995/96 budget under the Public Liability Insurance Fund. Actual charges for collection and disposal of hazardous materials will be charged to the appropriate maintenance accounts within the City’s budget ,if and when they occur, at the rates specified in the agreement. RECOMMENDATION Upon motion of the consent calendar, the City Council may approve the agreement and authorize the City Manager to execute the agreements. NOTED AND APPROVED Stephen G.
