Council Member Senecal led the Pledge of Allegiance. Harper, City Clerk Brian Gray, Police Sergeant Nick Nicholas, Police Captain Mike Ezroj, Police Captain Tim Kelsey, Recreation Manager Deb Machen, Executive Assistant PRESENTATIONS / RECOGNITIONS Girl Scouts of the United States of America 113th Birthday Proclamation ® Lifeguard New Zealand Exchange Program Presentation Neighbor4Neighbor Program and Sign Initiative Presentation National Tsunami Preparedness Week Proclamation - March 22 — 30, 2025 ORAL COMMUNICATIONS Mayor Landau opened oral communications. Speakers: Joe Osuna, James Lingle, and Matthew Terry addressed the City Council. Mayor Landau closed oral communications. City Clerk Harper announced that four (4) supplemental communications were received after posting the agenda; they were distributed to the City Council and made available to the public. APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS AND ORDINANCES Mayor Landau pulled item G for separate consideration. World Local Hazard Mitigation Plan meeting, the Environmental Quality Control Board (EQCB) meeting, the McGaugh Elementary School Pageant of the Arts, the League of California Cities Orange County Division meeting, and the Orange County Mosquito and Vector Control meeting. Additionally, Mayor Pro Tem Steele announced that he met with Mark Weaver, the Golden Rain Foundation (GRF) Facilities Director, to discuss their water and wastewater infrastructure related issues. Finally, Mayor Pro Tem Steele announced that the Orange County Older Adult Advisory Commission (OC-OAAC) ranked Seal Beach as the top city in Orange County for senior assistance programs. Council Member Wong reported his attendance at the Chamber of Commerce Breakfast, the Orange County Sanitation District (OCSan) meeting, the Seal Beach Cable Communications Foundation Board meeting, and the Los Cerritos Wetlands Authority Public Workshop. Mayor Landau announced her attendance at the Los Cerritos Wetland Authority Public Workshop, the Americana Awards, the Seal Beach Animal Care Center Meatball Fundraiser. Additionally, Mayor Landau announced that she was given a tour of Orange County Sanitation District's Plant. Lastly, Mayor Landau congratulated Perla Mendoza and Lieutenant Clasby for being recognized by Assembly Women Dixon as Local Women of the Year. COUNCIL ITEMS There were no council items. CONSENT CALENDAR Mayor Pro Tem Steele moved, second by Council Member Kalmick, to approve the recommended actions on the consent calendar with exception of Item G. A. Approval of the City Council Minutes - That the City Council approve the minutes of the Closed Session, Water/Sewer Rate Financial Study Session, and Regular City Council meetings held on March 10, 2025. B. Demand on City Treasury (Fiscal Year 2025) - Ratification. C. Monthly Investment Report (March 24, 2025) - Receive and file. D. City Council Appointment - It is the request of Council Member Senecal that the City Council appoint Keith Crafton to the Recreation and Parks Commission. E. 2024 General Plan Annual Progress Report - That the City Council: 1. Receive and AYES: Kalmick, Wong, Senecal, Steele, Landau NOES: None ABSENT: None ABSTAIN: None Motion carried ITEMS REMOVED FROM THE CONSENT CALENDAR G. Approving and Authorizing Budget Amendment BA #25-09-02 and the Purchase for the Replacement of City Vehicles and Heavy Equipment - That the City Council adopt Resolution 7628: 1. Authorizing the purchase of Police Pursuit Vehicle Units #4102, #4103, and #4106 for a total cost of $201,298.47, from Olathe Ford pursuant to the Cooperative Purchase Contract with Sourcewell, master vehicle contract #032824 - OLA, in accordance with the cooperative purchasing procedures set forth in Seal Beach Municipal Code Section 3.20.025(D); and, 2. Authorizing the purchase of Public Works Heavy Equipment Unit #76 for a total cost of $135,937.50, from JCB Southern California, LLC pursuant to the Cooperative Purchase Contract with Sourcewell, master vehicle contract #020223 -JCB, in accordance with the purchasing procedures set forth in Seal Beach Municipal Code Section 3.20.025(D); and, 3. Authorizing the purchase of Marine Safety Vehicle Unit #5140 for a total cost of $48,436.16, from National Auto Fleet Group pursuant to the Cooperative Purchase Contract with Sourcewell, master vehicle contract #091521 -NAF, in accordance with the cooperative purchasing procedures set forth in Seal Beach Municipal Code Section 3.20.025(D); and, 4. Authorizing and directing the Interim City Manager to approve all necessary agreements and expenditures for the purchase of the new vehicles and equipment; and, 5. Authorizing and directing the Interim City Manager to approve payments to High Standard Automotive, LLC., for vehicle upfitting work pursuant to Seal Beach Municipal Code Section 3.20.025(6) in the not -to -exceed amount of $70,000.00; and, 6. Approving Budget Amendment BA #25-09- 02 in the amount of $94,729.13; and, 7. Authorizing the Interim City Manager to surplus existing vehicles and equipment upon the completion of the new vehicle and equipment purchases and upfitting. Interim City Manager Gallegos called upon Public Works Director Lee. Public Works Director Lee provided an overview of the staff report. A discussion ensued between Council Member Wong, Mayor Pro Tem Steele, Mayor Landau, Public Works Director Lee, and Police Chief Henderson. Council Members' questions and concerns were addressed. Mayor Landau moved, second by Mayor Pro Tem Steele to adopt Resolution 7628, with the exception of item 3: 1. Authorizing the purchase of Police Pursuit Vehicle Units #4102, #4103, and #4106 for a total cost of $201,298.47, from Olathe Ford pursuant to the Cooperative Purchase Contract with Sourcewell, master vehicle contract #032824 - OLA, in accordance with the cooperative purchasing procedures set forth in Seal Beach 4.
