HomeMy WebLinkAboutCouncil Presentation PowerPoint AB 2561 LB 05 12 2025Public Hearing: AB 2561 Compliance Regarding Vacancies, Recruitment, and Retention MAY 12, 2025 BACKGROUND •Assembly Bill 2561 (AB 2561) was enacted into law and is codified as Government Code section 3502.3 •This is a new requirement that became effective January 1, 2025. •The bill mandates that public agencies conduct an annual public hearing to present the status of vacancies, recruitment, and retention efforts. BACKGROUND In compliance with the new legal obligations, the City is required to provide the following as part of this public hearing: 1.Report on Vacancies, Recruitment, and Retention 2.Opportunity for Employee Organizations to Participate 3.Additional Reporting for High Vacancy Rates BACKGROUND •The City has 105 full-time employees •Aside from the Executive Team positions, full-time positions belong to one of six bargaining units: 1.Mid-Management and Confidential Employees Association 2.Orange County Employees Association 3.Police Management Association 4.Police Officers Association 5.Seal Beach Marine Safety Management Association 6.Seal Beach Supervisors and Professionals Association CURRENT FULL-TIME VACANCIES Position Bargaining Unit Cause Status Management Analyst (Finance) Mid-Management and Confidential Employees Association Resignation for external opportunity. Recruitment posted. First review of applications 05/12/2025. Police Officer (Asset Forfeiture) Police Officers Association Choice by department to not fill this vacancy. N/A Assistant Engineer Seal Beach Supervisors and Professionals Association Death.Recruitment posted. First review of applications 05/18/2025. Executive Assistant Seal Beach Supervisors and Professionals Association Choice by department to not fill this vacancy. N/A BACKGROUND & ANALYSIS Bargaining Unit Vacancy Rate Mid-Management and Confidential Employees Association 7% Orange County Employees Association 0% Police Management Association 0% Police Officers Association 3% Seal Beach Marine Safety Management Association 0% Seal Beach Supervisors and Professionals Association 12% RECRUITMENT AND RETENTION EFFORTS •Recruitment •Neogov (governmentjobs) •Retention •Staff Engagement Team •Memorandums of Understanding OPPORTUNITY FOR PUBLIC COMMENT 1.Employee Organization Participation: Recognized employee organizations for each bargaining unit at the City are able to make presentations during the public hearing. 1.Human Resources notified the City’s six (6) represented bargaining units of the opportunity to present. (Gov. Code § 3502.3(b).) CONCLUSION 1.This public hearing meets our legal obligation. 2.All bargaining groups are under the 20% vacancy threshold. 3.Council action is to receive and file this information. QUESTIONS?
