HomeMy WebLinkAboutSTR PowerPoint PresentationORDINANCE 1701 STR –UPDATE Community Development Department Presented by: Assistant Planner, Samuel Funes SHORT TERM RENTALS (MINI HISTORY) -14 Conditional Use Permits issued for STRs @ 2011/2012 -No further STRs were permitted -Two appellate court cases found prohibition of STRs were violation of the Coastal Act -In 2022, the City updated its Zoning Code to allow for a limited number of additional STRs -Cap = 1% of housing units in the Coastal Zone -47 units allowed, including those with CUPs PERMITS & WAITLIST Waiting list applications – Currently 2024: 12 wait-listed (15 actual – 3 moved up to permit) 2025: 5 wait-listed 17 active wait list total Permits 32 active permits 1 processing – pending inspection Permits & business licenses are valid each fiscal year from July 1st to June 30th. APPLICATION PROCESS Review for Application Completeness Notarization of documents Proof of ownership (Grant Deed, Secured Property Tax Bill, Title) Liability Insurance Transient Occupancy Tax Registration INSPECTION PROCESS Inspection Checklist Address Visibility Fire Extinguishers, Smoke Detectors, Carbon Monoxide Detectors Emergency Exit Plan Maximum Occupancy Verification Good Neighbor Guidelines Fire, Police Department & Local Contact Numbers Exterior STR advertising prohibited PERMITTING Permits 24/25 32 Permits Issued/1 pending inspection 29 Renewals: $400X29 = $11,600 3 New permit issuances: $600x3= $1,800 Total Permit Fees: $13,400 Permit 25/26 Permit renewal: TBD  Renewal Notices issued May 16, 2025 (2) non-renewal notifications received Permittees have until June 30th to renew TRANSIENT OCCUPANCY TAX July 2024 to March 2025 Approximately 30k – Remitted April 2025 to June 2025 Not currently available TOT remittance is due within 30 days of the closing of each quarter  Figure does not include residential properties with CUP’s or Commercial Hotel TOT data. PLATFORM LISTINGS Cooperative relationship with 3 largest platforms ▪Aware of our permit program ▪Require permit number be included in the listing ▪Can request removal of unpermitted listings 30-day or more listings are always allowed Platforms may keep listings even if they don’t allow short term rental CALLS FOR SERVICE Code Enforcement 0 calls for service No complaints regarding noise/nuisance locations. Seal Beach Police Department 1 call for service Music/Disturbing Party in April 2024 No other calls/ nuisance location complaints. COASTAL DEVELOPMENT PERMIT (CDP) STR permit program initiated in response to appellate courts Prohibition of STRs is violation of Coastal Act Coastal Act requires we obtain CDP for development and land use policy changes in the Coastal Zone City applied for CDP in June 2023 and received CDP in July 2024 Conditions of approval include substantial reporting requirements and 6-year time limit General sentiment was not enough data to establish reasonableness of 1% cap THANK YOU
