SHORT TERM RENTALS
(MINI HISTORY)
-14 Conditional Use Permits issued for STRs @ 2011/2012
-No further STRs were permitted
-Two appellate court cases found prohibition of STRs were
violation of the Coastal Act
-In 2022, the City updated its Zoning Code to allow for a limited
number of additional STRs
-Cap = 1% of housing units in the Coastal Zone
-47 units allowed, including those with CUPs

COASTAL DEVELOPMENT PERMIT (CDP)
STR permit program initiated in response to appellate courts
Prohibition of STRs is violation of Coastal Act
Coastal Act requires we obtain CDP for development and land
use policy changes in the Coastal Zone
City applied for CDP in June 2023 and received CDP in July 2024
Conditions of approval include substantial reporting requirements
and 6-year time limit
General sentiment was not enough data to establish
reasonableness of 1% cap
