CALIFI;RNIA. Section 1. Section 19-7 of Chapter 19 of the Code of th~ City of Seal Beach. California is hereby amended to read as follows: Section 19-7 Power to Arrest; Assisting in Direction of Traffic. Unless appointed by Chief of Police as a Designated Reserve pursuant to Section 19-8. a member of the Corps may arrest a person only under the circumstances prescribed by , Section 837 of the Penal Code of the State. As part of the :. ". training program for the Corps. a member thereof may assist " '." regular police officers of the City in the direction of traffic. .... when such member is assigned to such duty by the Chief or his representative. I Section 2. Sections 19-8. 19-9. 19-10. and 19-11 of Chapter 19 of the Code of the City of Seal Beach. California are hereby renumbered as Sections 19-9. 19-10. 19-11 and 19-12. respectively. Section 3. Chapter 19 of the Code of the City of Seal Beach. California is hereby amended by adding Section 19-8 to read: Section 19-8 Appointment of Designated Reserves. (a) Upon appointment by the Chief of Police. a Reserve Police Officer who has qualified as a Level I Reserve Police Officer pursuant to Sections 832.6(a)(1) or 832.6(b) of the Penal Code shall have the full powers and duties of a peace officer as I provided by Section 830.6(a)(2) of the Penal Code provided that such officer has satisfied one or more of the following additional requi rements. (1) Such officer has completed at least two years of field experience as a reserve police officer with the City which shall include a minimum of 280 working hours. (2) Such officer has completed five years of comparable experience as a reserve police officer or a reserve sheriff's deputy with another jurisdiction and one year of field experience as a reserve police officer with the City. (3) Such officer has a Basic Post Certificate and has completed one year of field experience as a reserve police officer with the City. Such officer shall be known as a "Desi9nated Reserve." . The foregoing time requi rements for a reserve pol ice officer to be with the City prior to being appointed as a Designated Reserve may be waived at the discretion of the Chief of Police. (b) A qualified Reserve Police Officer shall be eligible for appointment as a Designated Reserve if he or she was issued a Levell Reserve Officer certificate before January 1. 1981. or graduates from a P.O.S. T. basic format acadell\Y. or an extended format reserve academy after January 1. 1981.
