March 19, 2025
Chair Perrell called the Environmental Quality Control Board meeting to order at 6:15 p.m.
Board member Depew led the Pledge of Allegiance.
ROLL CALL
Present: Board Members: Villanueva, Depew, Perrell, Horning
Absent: None
Staff Present: Shaun Temple, Planning Manager
ORAL COMMUNICATIONS
Chair Perrell opened public communications. Speakers: None. Chair Perrell closed oral
communications.
Planning Manager Temple announced that no additional emailed comments were received
after the posting of the agenda.
APPROVAL OF AGENDA
By Motion of the Environmental Quality Control Board this is the time to notify the public of
any changes to the agenda, re-arrange the order of the agenda, and provide an
opportunity for any member of the Board or staff to request an item be removed from the
Consent Calendar for separate action.
Motion by Board Member Depew, second by Board Member Horning to approve the
agenda.

CONSENT CALENDAR
A. Approval of the February 19, 2025, Environmental Quality Control Board Minutes
Motion by Board Member Horning second by Board Member Depew to approve the
consent calendar.

ABSTAIN: None

SCHEDULED MATTERS
B. Review of Draft Environmental Impact Report for the Pacific Airshow Huntington Beach
Project
Recommendation: That the Environmental Quality Control Board conduct a discussion
regarding the Pacific Airshow Draft Environmental Impact Report, and determine if the
EQCB would like to submit a letter of public comment to the City of Huntington Beach, and
if submitting a letter, agree upon comments for inclusion in the letter.
A discussion ensued between the Board Members and Planning Manager Temple on the
compilation of comments for the letter from the Board to the City of Huntington Beach and
Council Member Patty Senecal provided comments and feedback.
Motion by Board Member Villaneuva second by Board Member Depew to approve the
DEIR letter to the City of Huntington Beach.

STAFF CONCERNS — None
BOARD CONCERNS — Board Member Horning proposed that the time for the EQCB
meetings be changed to 7:00 p.m. to align with the City Council meetings. He also requested
an update on the Housing Element EIR process, which Planning Manager Temple provided
to the Board. Additionally, Board Member Horning mentioned the Old G&M site and
suggested that the Orange County Health Department could give a report on it. Chair Perrell
supported the idea and asked to include the G&M site in the discussions, while Planning
Manager Temple agreed to reach out to see if speakers could come and present on behalf
of the site. Chair Perrell encouraged attendance at the Los Cerritos Wetlands workshop
scheduled for Saturday, March 22nd, regarding the restoration plan at 2nd and PCH in Long
Beach.
ADJOURNMENT
Chair Perrell adjourned the Environmental Quality Control Board meeting at 7:22 p.m.
