A RESOLUTION OF THE SEAL BEACH CITY COUNCIL APPROVING
AND AUTHORIZING THE INTERIM CITY MANAGER, OR THEIR
DESIGNEE, TO EXECUTE AMENDMENT 2 TO THE PROFESSIONAL
SERVICES AGREEMENT WITH ACCENTURE INFRASTRUCTURE
AND CAPITAL PROJECTS CONSULTING, LLC (FORMERLY
KNOWN AS ANSER ADVISORY MANAGEMENT, LLC) FOR PIER
IMPROVEMENT PROJECT MANAGEMENT SERVICES
WHEREAS, the City invests in maintaining the integrity of the Seal Beach Pier and its
supporting facilities; and,
WHEREAS, the Seal Beach Pier Concrete Abutment Restoration Project (BP2201), Pier
Restroom Restoration Project (BP2202), Pier Restaurant Feasibility Study Project
(BP2302) (collectively referred to as Projects) were budgeted into the Capital
Improvement Program; and,
WHEREAS, on July 1, 2022, the City entered into a Professional Services Agreement
(Agreement) with Anser Advisory Management, LLC (Anser) to provide professional
project management services for BP2201 and BP2202 for a total not-to-exceed contract
amount of $38,800; and,
WHEREAS, on November 14, 2022, City Council adopted Resolution 7346 approving
Amendment 1 in the amount of $121,665 for additional services project management
services through the construction phase for the Concrete Pier Abutment Restoration
(BP2201) and Pier Restroom Restoration (BP2202) Projects, and including limited
consultation services on the Pier Restaurant Feasibility Study Project (BP2302),
increasing the not-to-exceed amount to $160,465; and,
WHEREAS, effective December 2023, Anser was acquired by Accenture Infrastructure
and Capital Projects Consulting, LLC, a Delaware limited liability company; and,
WHEREAS, additional costs were incurred for extra surveying requirements and a
preliminary structural evaluation of the concrete abutment second breezeway, both
necessary for the Concrete Pier Abutment Restoration Project (BP2201); and,
WHEREAS, additional costs were incurred due to unforeseen delays during construction
of the Pier Restroom Restoration Project (BP2202) which prompted negotiations with the
contractor, resulting in added construction management services; and,
WHEREAS, Amendment 2 will extend the contract term through December 31, 2025,
and increase the contract capacity by $67,535, increasing the not-to-exceed amount to
$228,000.
NOW, THEREFORE, the Seal Beach City Council does resolve, declare, determine and
order as follows:
Section 1 . The City Council hereby approves Amendment 2 to the Professional
Services Agreement dated July 1, 2022 and as amended on November
14, 2022, between the City of Seal Beach and Accenture Infrastructure
and Capital Projects Consulting, LLC (formerly known as Anser Advisory
Management, LLC), authorizing additional services for the Seal Beach
Pier Concrete Abutment Restoration (BP2201), Pier Restroom
Restoration (BP2202), Pier Restaurant Feasibility Study (BP2302)
Projects, and increasing Accenture's compensation by $67,535, for a
revised not-to-exceed total of $228,000.
Section 2. The City Council hereby authorizes and directs the Interim City
Manager, or their designee, to execute Amendment 2.

meeting held on the 23rd day of June 2025 by the following vote:
