HomeMy WebLinkAboutCC Res 7663 2025-06-23 RESOLUTION 7663 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL APPROVING AND AUTHORIZING THE AMENDMENT TO THE CLASSIFICATION PLAN AND DESIGNATING THE PAY GRADE AND STATUS OF THE PUBLIC WORKS SUPERINTENDENT, SENIOR UTILITIES SUPERVISOR, AND CROSS-CONNECTION CONTROL SPECIALIST POSITIONS WHEREAS, the Public Works Department oversees a broad range of responsibilities and specialized disciplines, requiring personnel with specific expertise and professional licenses to carry out its duties effectively; and, WHEREAS, in 2022, one (1) of the City's two (2) Maintenance Service Supervisor positions was placed on hold, resulting in a redistribution of responsibilities between the remaining Maintenance Services Supervisor and the Water Services Supervisor; and, WHEREAS, reclassifying one (1) of the City's Maintenance Services Supervisor positions to Public Works Superintendent, and the Water Services Supervisor position to Senior Utilities Supervisor, more accurately reflects the expanded scope of responsibilities and the level of oversight currently being performed by these roles; and, WHEREAS, a key component of maintaining water quality and system integrity is the implementation of the City's Cross-Connection Control Program, which is mandated by the State Water Resources Control Board under Title 17 of the California Code of Regulations and detailed in the Cross-Connection Control Policy Handbook; and, WHEREAS, given the technical expertise required and regulatory importance of the Cross-Connection Control Program, it is essential that oversight be provided by certified personnel; and, WHEREAS, recent changs to the State Water Board regulations now require that any Public Water System (PWS) with 3,000 or more service connections must at least one certified Cross-Connection Control Specialist on staff; and, WHEREAS, staff recommends reclassifying one (1) of the four (4) existing Water Operator positions to Cross-Connection Control Specialist; and, WHEREAS, the proposed classification of Public Works Superintendent will be classified within Grade 28B of the Full-Time Salary Schedule, the Senior Utilities Supervisor will be classified within Grade 28A of the Full-Time Salary Schedule, and the Cross-Connection Control Specialist will be classified within Grade 17 of the Full-Time Salary Schedule. NOW, THEREFORE, the Seal Beach City Council does resolve, declare, determine, and order as follows: Section 1. The City Council hereby approves the amendment to the Classification Plan to include the classifications of Public Works Superintendent, Senior Utilities Supervisor, and Cross-Connection Control Specialist, as more fully described in the staff report accompanying this Resolution. Section 2. The City Council hereby designates the pay grade and status of the Public Works Superintendent position to align with Grade 28B of the Full Time Salary Schedule, the Senior Utilities Supervisor position to align with Grade 28A of the Full Time Salary Schedule, and the Cross-Connection Control Specialist position to align with Grade 17 of the Full Time Salary Schedule. Section 3. The Council authorizes the Interim City Manager, or designee, to execute all necessary documents and take any actions required to implement the reclassification of one of the Maintenance Services Supervisor positions to Public Works Superintendent, the Water Services Supervisor position to Senior Utilities Supervisor, and one of the Water Operator positions to Cross-Connection Control Specialist.
