The meeting was held in City Council Chambers and began with the Salute to the Flag. Roll Call Present: Chairperson Voce, Members Hurley and Neal Also Present: Department of Development Services Jerry Olivera, Senior Planner Absent: Members Barton and Vineyard Both Members Barton and Vineyard are excused from tonight's meeting due to personal and family commitments. II Approval of Agenda MOTION by Hurley; SECOND by Neal to approve the Agenda as presented. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Voce, Hurley, and Neal None Barton and Vineyard III Oral Communications None. Receive and File - "Final Groundwater Monitoring Report, Installation Restoration Program (IRP) Site 14, Naval Weapons Station, Seal Beach." 2. Receive and File - "Final Site Closeout Report, Installation Restoration Sites 42, 44/45, And SWMU 57 - Naval Weapons Station, Seal Beach." MOTION by Hurley; SECOND by Neal to approve the Consent Calendar as amended. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Voce, Hurley, and Neal None Barton and Vineyard 3. Receive and File - Presentation Re: "Archaeological Investigations At Hellman Ranch/Heron Pointe, Seal Beach, California." Member Hurley asked how many sets of remains were re-interred and how the process might be improved in the future so that the amount of time involved in removing artifacts, as well as the cost to do so, might be reduced. Mr. Olivera explained that generally, once artifacts are discovered on a construction site, things come to a grinding halt until the origin and significance of a particular artifact or artifacts can be determined. Oftentimes, this may require bringing qualified historians, anthropologists, or local tribal descendants on site to observe or verify the findings. If it is determined that artifacts exist, grading becomes a more tedious process, and sometimes may proceed only an inch at a time so as not to damage or disturb any subsequent discovery of artifacts. Mr. Olivera stated that he would provide answers for Member Hurley. Chairperson Voce recommended that this item be continued to the next scheduled meeting to allow for comments from Members Barton and Vineyard. MOTION by Hurley; SECOND by Neal to continue the Meeting Minutes of May 30, 2007, to the next scheduled meeting in July 2007. MOTION CARRIED: AYES: NOES: ABSENT: 3-0-2 Voce, Hurley, and Neal None Barton and Vineyard VI Staff Concerns None VII Board Concerns Member Hurley had concerns regarding the EQCB elections that the Board voted on March 27, 2007, to take place at the May 2007 meeting, and asked why they had not yet taken place. He requested that Staff add an item to the next meeting agenda to discuss the election issue before the full board. Mr. Olivera explained that in April City Council had suggested that all board and commission elections be moved back until after the general elections in November, since the makeup of a board or commission may change after a general election. Member Hurley requested a status on the Seal Beach Townhomes Mitigated Negative Declaration (MND) and asked if the Responses to Comments document had been completed. He asked if the board would receive a copy of this document. Staff indicated that the Board would receive a copy as soon as it is complete. Member Hurley then asked if Staff could prepare a brief overview of projects that might be coming before the Board in the near future. Chairperson Voce asked if Staff had received a response from the Air Quality Management District (AQMD) regarding the smoke from the char broiler at Hennessey's Tavern. Staff responded that they had not had a response, but would again contact the AQMD. Chairperson Voce requested that a discussion item be included on the next scheduled meeting agenda regarding ideas for environmental requirements for future developments within the City. 30f4 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 VIII Adjournment City of Seal Beach Environmental Quality Control Board Meeting Minutes of June 27, 2007 There being no objections, Chairperson Voce adjourned the meeting at 7:19 p.m. to the next scheduled meeting of July 2007.
