A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING A CROSS-CONNECTION CONTROL
MANAGEMENT PLAN PURSUANT TO CHAPTER 9.35 OF THE
SEAL BEACH MUNICIPAL CODE AND THE CALIFORNIA
STATE WATER RESOURCES CONTROL BOARD CROSS-
CONNECTION CONTROL POLICY HANDBOOK
WHEREAS, on December 19, 2023, in accordance with Health and Safety Code
Section 116407, the California State Water Resources Control Board (State
Water Board) adopted a Cross-Connection Control Policy Handbook (CCCPH) to
establish standards and principles for California's public water systems, effective
July 1, 2024, which replaces and supersedes regulations previously contained in
Title 17 of the California Code of Regulations; and,
WHEREAS, on June 17, 2025, the State Water Board amended the CCCPH to
clarify deadlines imposed on public water systems including submittal of a draft
cross-connection control policy handbook to the Division of Drinking Water
(DDW) of the State Water Board by July 1, 2025; and,
WHEREAS, pursuant to Ordinance 1720, the Seal Beach City Council amended
Sections 9.35.005 and 9.35.090 of Chapter 9.35 (Water) of Title 9 (Public
Property, Public Works, and Building Regulations) of the Seal Beach Municipal
Code (SBMC) to update the City's operating rules and regulations for its cross-
connection control program, consistent with the CCCPH; and,
WHEREAS, the City of Seal Beach has prepared a Cross-Connection Control
Management Plan (CCCMP) in accordance with SBMC Chapter 9.35 and the
CCCPH; and,
WHEREAS, all legal prerequisites to the adoption of this Resolution have
occurred.
NOW, THEREFORE, the Seal Beach City Council does resolve, declare,
determine, and order as follows:
Section 1. The above-stated recitals are true and correct and incorporated
herein by this reference.
Section 2. The Draft CCCMP, attached hereto as Exhibit A, is approved.
Section 3. The Public Works Director is authorized to submit the CCCMP
(Exhibit A) to the California State Water Resources Board for
review. The Public Works Director, and representative designated
by the Director, is further authorized to administer and enforce the
CCCMP with any revisions required by the California State Water
Resources Board.
Section 4. This Resolution shall be effective upon the effective date of
Ordinance 1720
Section 5. The City Clerk shall certify the adoption of this Resolution.
PASSED, APPROVED AND ADOPTED by the Seal Beach City Council at a
regular meeting held on the 22nd day of September 2025 by the following vote:
