HomeMy WebLinkAboutPC Min_2025-09-02City of Seal Beach — Regular Meeting of the Planning Commission September 2, 2025 Chair Wheeler called the Planning Commission meeting to order at 7:00 p.m. Commissioner Nolta led the Pledge of Allegiance. ROLL CALL Present: Commissioners: Nolta, Campbell, Wheeler Absent: Commissioner: Mingione Staff Present: Amy Greyson, Senior Assistant City Attorney Shaun Temple, Interim Community Development Director Patricia Garcia, Associate Planner Kathryne Cho, Deputy Dir PW/City Engineer Brandon DeCriscio, Deputy City Clerk PUBLIC COMMUNICATIONS Chair Wheeler opened public communications. Speakers: None. Chair Wheeler closed public communications. Deputy City Clerk DeCriscio announced that no emailed comments were received. APPROVAL OF AGENDA By Motion of the Planning Commission this is the time to notify the public of any changes to the agenda, re -arrange the order of the agenda, and provide an opportunity for any member of the Planning Commission or staff to request an item be removed from the Consent Calendar for separate action. Motion by Commissioner Campbell, second by Commissioner Nolta to approve the agenda. AYES: Nolta, Campbell, Wheeler NOES: None ABSENT: Mingione ABSTAIN: None Motion Carried. CONSENT CALENDAR A. Approval of the June 16, 2025, Planning Commission Minutes Motion by Commissioner Campbell second by Commissioner Nolta to approve the consent calendar. AYES: Nolta, Campbell, Wheeler NOES: None ABSENT: Mingione ABSTAIN: None Motion Carried. CONTINUED ITEM(S) — None SCHEDULED MATTERS — None NEW BUSINESS B. Variance 25-0001 1313, 1315 Ocean Avenue Applicant: Greg Bennett on behalf of the 1315 Ocean Seal Beach, LLC Request: For Variance (VAR 25-0001) to allow a reduction of permeable surfaces within required setback areas of Single Family Residences at 1313 and 1315 Ocean Avenue in the RHD -20 (Residential High Density) Zone. Recommendation: After conducting the Public Hearing, staff recommends that the Planning Commission adopt Resolution No. 25-05, APPROVING Variance 25-0001 with Conditions and find the project EXEMPT from CEQA. Associate Planner Garica provided a comprehensive staff report. Commissioner Campbell's and Nolta's questions and concerns were addressed by Deputy Director of Public Works/City Engineer Cho, Associate Planner Garcia, and Interim Community Development Temple. Chair Wheeler opened the public hearing. Speakers: None, Applicant: Greg Bennett. Chair Wheeler closed the public hearing. A discussion ensued between Chair Wheeler, Interim Community Development Director Temple and Senior Assistant City Attorney Greyson. Chair Wheeler suggested a revision to Condition 7 to state that the Planning Commission reserves the right to revoke or modify this variance in the event of any violation of the approved conditions herein. Commissioner Campbell moved, second by Commissioner Nolta to adopt Resolution No. 25-05 with Conditions as amended, APPROVING Variance 25-0001 with Conditions and find the project EXEMPT from CEQA. Senior Assistant City Attorney Greyson noted that there is a 10 -day appeal period that starts September 3, 2025. PUBLIC HEARINGS - None DIRECTOR'S REPORT Interim Community Development Director Temple informed that the Housing Element will be presented to the Planning Commission and City Council. The initial meeting with the Planning Commission is scheduled for October 6th, and all relevant information is available on the website. Director Temple provided a brief overview of the Housing Element. Chair Wheeler requested the State Documents, to which Interim Director Temple responded that a copy can be obtained. COMMISSION CONCERNS Commissioner Campbell announced that the College Park East Neighborhood Association is sponsoring a presentation on situational awareness at the North Seal Beach Community Center, on Thursday, September 25th at 7:00 p.m. ADJOURNMENT Chair Wheeler adjourned the Planning Commission meeting in memory of Seal Beach Resident and Seal Beach Planning Commissioner and Archeological Advisor, Richard Coles at 7:26 p.m. to Monday, September 15, 2025, at 7:00 p.m. Approved: Mar ❑ Wheeler, Chair i Attest: Gloria D. arper, City Clerk r Gloria D.
