HomeMy WebLinkAboutAAC Min 2006-04-10 CITY OF SEAL BEACH Archaeological Advisory Committee Minutes of April! 0, 2006 The Archaeological Advisory Committee (AAC) meeting of April 10, 2006, was called to order at 5 :30 p.m. The meetmg was held in the City Council Chambers. I. Call to Order II. Roll Call Present: Chairperson Vesely Members Coles, Dixon, and Hoy Absent: Member Fitzpatrick Also Present: Department of Development Services Lee Whittenberg, Director Mr. Whittenberg noted that Member Fitzpatrick had previously reported that he would be absent from tomght's meeting as he is traveling out of state. III. Approval of Agenda MOTION by Coles; SECOND by Vesely to approve the Agenda as presented. MOTION CARRIED: AYES: NOES: ABSENT: 4-0-1 Vesely, Coles, Dixon, and Hoy None Fitzpatrick IV. Oral Communications None V. PRESENTATION - " Landing Hill" by EDA W Mr. Whittenberg introduced Jamie Cleland, Andy York, and Lorraine Willey, three representatives from EDA W who would provide a brief summary of the archaeological work completed on the Hellman Ranch property during the last nine years. 1 of 5 Czty of Seal Beach Archaeological AdvIsory Committee Meetzng Mznutes of AprzllO.2006 Jamie Cleland stated that he and Andy York have been involved with the Hellman Ranch project since 1997, and Lorraine Willey was out in the field during the majority of the monitoring component of the Heron Pointe project. He indicated that Mr. York would be handling the majority of tonight's presentation and that he and Ms. Willey would add their comments near the end of the program. Mr. York then proceeded with a slide presentation of the history of the Hellman Ranch property and the archaeological monitoring activity that has taken place during the past nine years. (Copy of presentation on file for inspection in the Planning Department.) Mr. Cleland ended the presentation by stating that working with John Laing Homes on the Heron Pointe project worked out very well, and the City of Seal Beach also offered a lot of support in working to resolve all of the issues related to the burial sites found during the grading process and yielded some of the best archeological samples found in Orange County. Member Hoy left the meeting at approximately 6:30 p.m. Mr. Whittenberg added that bringing this process to successful completion involved a lot of give and take on the part of many people in coming to some very satisfactory and creative solutions. He noted that more documentation on this project will be coming before the Committee for review in the near future. He indicated that the overall findings have been remarkable, and he has learned that the only way to know what you have on an archaeological site is to evacuate the entire site, and in this case the Native American Momtor was very responsive to doing testing on the ancestors' burials, a process for which consent is many times difficult to acquire. The Committee members complimented Staff for doing such an outstanding job in managing the cultural resource aspects of this project and EDA W for the archaeological work done on this project and the comprehensive reports provided to the City. Approval of Minutes of November I, 2005 Recommendation: Approve Minutes with any corrections determined appropriate. Member Coles abstained from voting on this item, as he was not present at the meeting of November 1, 2005.. MOTION by Dixon; SECOND by Vesely to approve the Minutes of November 1, 2005 as presented. Consideration of Report Re: "Archaeological Significance Testing For Site CA-ORA-1644, Pacific Gateway Business Park, Seal Beach, California," prepared by EDA W, Inc. Recommendation: Review report and provide any comments or corrections to staff determined to be appropriate by the Committee. Staff has prepared a Memorandum to the file for approval by the Committee. Receive and File subject report. Mr. Whittenberg indicated that this is a very small site that was identified during the grading on the Boeing site. He explained that this is the final report, which Staff has reviewed and found to be appropriate. He recommended that the Committee receive and file the document as presented.
