I -,.. , , . , Seal Beach Parks and Recreation Commission Meeting Minutes For October 24, 2001 Call to Order The meeting was called to order by Chair Sustarsic at 7:05 pm, Flaa Salute Flag presented by Commissioner Frazier, RollCall Commissioner's Chattier, Watson, Frazier, Rohman and Chair Sustarsic present. Staff present - Interim Director Ross Pounds, Approval of Aaenda Approved as submitted, MSC Sustarsic/Rohman I All . Approval of Minutes The minutes of September 26, 2001 were approved after two revisions. Commissioner Frazier pointed out that a room divider was not needed for the Mary Wilson Library and that her comment had not been included as well as the need for more money in the Old Town area for park equipment and swing sets, MSC Sustarsic/Rohman/AII Oral Communications None Aaenda Items Staff reviewed the presentation and request from the Seal Beach Swim Club to reduce fees for pool usage at McGaugh Elementary, Chair Sustarsic began the discussion by stating that the original intention of raising the fees was not to discourage pool usage, Commissioner Chattier stated that an increase in the number of swimmers is necessary for the team to recover and that the reports show a decrease in the number of kids using the pool after the fee increase. Staff Pounds then stated that the 2:30 pm workout had been eliminated and was part of the reason for the decrease in numbers. . Commissioner Chattier asked if a decrease in fees would increase usage and reinstate the 2:30 pm workout, and if so, should be written into the . recommendation or Resolution to lower fees, Commissioner Chattier then stated that lowering the fees was the moral and ethical thing to do, Commissioner Chattier then asked if the pool would be used at 2:30 PM if the fees were lowered. Agreed to a one-year flat free with the intention of rebuilding the program at McGaugh, and to inform the swim club to expect increases in fees, Staff then referred to the documents presented by Maria Fattal. Commissioner Chattier recommended lowering the fees as a sign of good will. Chair Sustarsic then reiterated that lowering the fees would make accounting easier for staff and the swim club. Commissioner Chattier them moved to reduce the fees to $800 per month because we want the swim club business and to provide a venue for the program, Commissioner Frazier seconded the motion and all were in favor. MSC Chattier/Frazier/Ail . Chair Sustarsic then stated that a recommendation would be made to City Council. Directors Report Old ranch Tennis Club Report and review of previous meeting's discussion, Staff submitted a report, Commissioner Chattier asked if there were enough toddler age kids in the College Park East area to warrant a splash pool and that the area was not conducive to younger parents just starting out. Chair Sustarsic stated that the Old Ranch Committee would be meeting again soon to discuss the future of the club. Commissioner Chatter then stated that there is a pool in Old Town, a pool at the Navy base, a pool at the High School, and proposed that College Park East hold fund raisers for their own pool. Commissioner Frazier the stated that the City of Lakewood has two pools that are 1 Y:z feet deep and are expensive to build and maintain, . . Chair Sustarsic the stated that the original suggestion was to develop a needs assessment survey of the surrounding residents but previous city manger Keith Till denied that request. Chair Sustarsic then stated that residents were asked, but the responses resulted in controversy. Commissioner Chattier stated that it is necessary to prioritize the wants of the community, Chair Sustarsic the stated that conversion of the tennis club is a high priority, Commissioner Chattier stated that the City desperately needs a community center, Chair Sustarsic then stated again that the Old Ranch Committee would be meeting again to discuss the future of the club, Commissioner Chattier then expressed that two years had passed and nothing had happened with the club, and that a community center was needed, Chair Sustarsic the pointed out that the new plans did not touch the Old Ranch tennis facility at all. . Commissioner Chattier then reiterated the need for a community center, Staff then reported on the Urban Recreational Facilities for Environmental and Wildlife Education Grant opportunity the City was involved in, Zoeter Update: Staff submitted a report, Staff reported that all lights were fixed and the bleachers had recently been painted using funds from Verizon, Commissioner Frazier then asked if the playground at Under the Rainbow/Sun-n- Fun Day Care center was available for weekend or public use, Almond Park Update: Staff submitted a report Commissioner Chattier stated that Miracle Park has a good reputation, has put together nice proposals in the past. Commissioner Chattier then reflected on the choice of colors and how colors were selected for playground equipment at Edison Park. A vote was taken to select colors and everyone unexpectedly agreed, . Chair Sustarsic the stated that there are a wide range of colors to choose from. . Commissioner Frazier mentioned Atlantis Park as an example of a great parle Commission Concerns Commissioner Frazier asked where the dolphin was and when it was going to be replaced, Staff responded by stating that there were no plans to replace the dolphin in the Tot Lot. Commissioner Chattier then informed staff that a double-light standard on College Park Drive at Edison Park, the only double-light standard, was out. Commissioner Rohman had no concerns at this time, Chair Sustarsic stated she would not be able to attend the next scheduled meeting for November. . Commissioner Watson requested that solar heating research be presented at the next meeting as plans and funds become available for replacing the McGaugh Pool. Commissioner Watson then stated that she heard testimony that the original gutters had been put in properly and that witnesses to the pool deck work could be contacted for support of recourse to the contractor, She then state that the pool was in worse shape than it was before the deck was repaired, Staff responded and will check with the City's supervising contract, Mr. Tomasetti to get history and information on the work and possible recourse, Commissioner Chattier also requested that Nancy Beard be called as well as Klaus Barth if possible, Adiourn The meeting was adjourned at 8:05 pm, Next meeting November 28th, 6 pm in the City of Seal Beach Council Conference Room, .
