Seal Beach Parks and Recreation Commission Meeting Minutes
For January 22,1997

Call to Order
The meeting was called to order by Chair Johnson at 7:30p,m.

Roll Call
Commissioners Chattier, Johnson, Sustarsic and Watson all present.
Commissioner Aaron was absent.
Staff present - Director Nancy Beard.
Approval of Aaenda
The agenda was approved as presented.
Approval of Minutes
The minutes of November 6, 1996 were approved as submitted. Motion
Watson/second Sustarsic.
Oral Communications
None.
Commission Information Items
A. As requested by Commissioner Watson, Director Beard gave the
Commission':lrs an update on the activities of the City's Tree Advisory Board,
B, Following concerns regarding McGaugh Gym availability, Chair Johnson
requested commissioners to review the Use and Rental Schedule for City
Parks and Athletic Fields for the next meeting,
Bob O'Brien, Seal Beach Volleyball Club, addressed the Commission
regarding his group's use of the gym. Coach O'Brien outlined his program for
the Commission. The Coach was requested to submit a roster of his
participants to the Director.
Commissioner Chattier requested a review of other Cities' facility use
policy's, The Director will present the Commission with the information at the
next meeting.

C, A letter was received by the Director and presented to the Commission
requesting lighting be added to the basketball court located at Edison Park.
Commissioner Chattier was asked to investigate this need within the College
Park West area. Commissioner Chattier shared the past concerns of the
residents who live next to the park in regards to night lighting and night
usage of the Pad.<...
Commissioner Chattier reported that the No Golfing sign at Edison Park was
missing. The Director will let the Parks Division know that it is in need of
replacement. In addition, Commission Chattier reported that a group of
residents approached her regarding the possibility of recognizing a portion of
Edison Park as a Dog Park. The Director requested Commissioner Chattier
refer the group to her for direction.
D. Chair Johnson suggested staff send a note to the SUN regarding the
donation of the refrigerator to Marina Park by the Woman's Club and the
Seal Beach Play Group,

E. The Commission requested a correction of the Founders Day dates on the
special event calendar, The Commission commended staff for the good
work on the calendar and suggested that a copy be sent to PTA presidents,
Boys and Girl Scout Councils and the Los Alamitos School District.
Commissioner Sustarsic volunteered to share the calendar with the PT A
groups. Staff will send Commissioner Sustarsic additional copies of the
calendar.
F. The Director requested the Commission to consider meeting on a monthly
basis as opposed to the current every other month format. Chair Johnson
led discussion on this topic. In addition, a goal setting workshop was
* suggested for the February meeting. Commissioner Watson moved that
the Parks and Recreation Commission meet on a monthly basis with the
exception of the months of June, July and December and that the
meeting date be the fourth Wednesday following the first Monday at
7:30pm. The motion was seconded by Commissioner Sustarsic and
approved unanimously. Commissioners suggested that the January
meeting be adjourned to February 26th at 6:30pm with the Commission
meeting being held from 6:30pm to 7pm and the commissioners working
session to follow.
G. Director Beard informed the Commission that the Seal Beach Lions Club
would be recognized at an upcoming California Parks and Recreation
District Ten awards and installation banquet. The Commissioners will be
informed of the date by the Director when information is available,

H. The Commission received and filed the Fall Class Activity Report,
Commission Concerns
Commissioner Sustarsic noted damage at Astor Park. The Director let the
Commissioner know that the Parks Division was aware of the damage and that
the Police Department was requested to send copies of any vandalism or
accident reports ta~er:l on any City parks or parkways to the Public Works and
the Parks, Recreation and Community Services Departments.
Commissioner Watson reported a Basketball Tournament being played at
Marina Park. The Commissioner also requested that the Founders Day Teen
Dance take place on the Friday evening of the Founders Day activities for 1997.
Chair Johnson asked the Director how all the filming was going in the city. The
Director will request a brief report from Assistant to the City Manager, Dan
Dorsey, who oversees the City-wide filming permit process.
The meeting adjourned at 8:40 p.m. to February 26, 1997 at 6:30 pm,
