Seal Beach Parks and Recreation Commission
The Seal Beach Parks and Recreation Commission met in regular session on Wednesday,
November 29, 1995 in the City Council Chambers. The meeting was called to order by
Chairperson Finch at 7:32 p.m. and the Pledge of Allegiance was recited.

Also in attendance: Keith R. Till. City Manager and Recreation
Supervisors, Kirk Zuniga and Kathleen Mc Glynn
APPROVAL OF MINUTES
The minutes of the September 27,1995 meeting were unavailable due to staff changes in the
Recreation Department. An additional copy of the September Agenda was included in the
November packet.

COMMISSION INFORMATION ITEMS
A: Lisa ChattIer, 217 Harvard Lane. re: Edison Park.
Lisa Chattier, Coordinator of the Edison Park Improvement Association, submitted a
letter out1ining a formal request for approval to complete the Edison Park Improvement
Project, Phase m. Her letter and plans were submitted in writing and copies forwarded to
the Commission and the Council. She requested reassurance that decisions made to this
point would be honored. Also, mentioned were irrigation coordination with Public
Works, discussions with Jerry Dominguez (Edison Company representative) regarding
safety lighting and the possibility of funding a part-time Recreation Leader to work at
Edison Park during the summer. Lisa also requested a date to meet with the City Manager
and the Director of Public Works in January to discuss Edison Park improvements.
B: Marina Center Soft Drink Vending Machines
Removal of Cocll-Cola machines is imminent. Commission directed Kathleen to look into
the possibility of exchanging for a W A'IER machine.
C. Wind surfing application is in Barry Curtis' office to be forwarded to the Coastal
Commission.
D. Zoeter Rolle.t: Hockey Arena is open to the public. Discussion suggested the combination
of open free play and competitive leagues to fulfill all needs. Supervisor Zuniga stated
that three contract proposals were being reviewed for future programming.
E:
Fall Class Activity Report was unavailable for the meeting due to a computer problem.
The report will be submitted to the Commission at the January meeting.

COMMISSIONER CONCERNS:

Commsissioner Watson: Water machine at Marina Park, Gum Grove Tree Preservation
presentation to be placed on January Meeting agenda. She's concerned about the current tree
trimming work going on in town and is very involved with the Urban Wilderness Parks group,
She also requested a better accounting of the Recreation Department budget and Manager Keith
Till said he'd arrange a meeting for the Commissioners to meet with he Director of Finance to
provide that information. She also requested staff to consider Surfing and Beach Volleyball as
possible contract class proposals.
Supervisor Zuniga: Discussed the Zoeter Playground Equipment uti1ized by Under the Rainbow
Child Care who is currently leasing the property from the city. He expressed concern for the
children using the play equipment safely, and liabilities. City Manager Keith Till said he'd look
into the matter.
Conunissioner Johnson: Requested an update on the Yellow House. Also a discussion ensued
regarding the Special Events calendar and priority issues. Specifically mentioned were the IOK
Run and the Seal Beach Business Association Antique Car Show. Concerns ranged from too
many changes and the need to solidify and reserve specific dates for annual City sponsored events,
City Manager, Keith Till: Assured Commissioners that he had full confidence in the Recreation
Staff currently "holding down the fon" in light of the recent changes with staff. (Andy Seymour
resigned as Director effective, November 27, 1995). He stated that he needed time to sufficiently
evaluate the department and its various services. He added that he felt the importance of the
services provided by the Recreation Department were high on his list

Chairperson Finch: Respectfully requested to be informed, in advance if possible, of the City
Manager's decision regarding any changes in the Recreation Department staffmg. She was
uncomfonable about learning of the recent changes in the Department from the newspaper and
was unable to answer any public concerns directed to her as a Commissioner. Mr. Till stated that
he would do his best and that her request was certainly a fair one.
