SEAL BEACH PARKS AND RECREATION COMMISSION Minutes of 1/25/95 The Seal Beach Parks and Recreation Commission met in regular session on Wednesday, January 25, 1995. The meeting was called to order by Chairman Dick Davies at 7:33 PM. ROLL CALL Absent - Johnson (vacation) Present- Davies, Finch, Watson, Whyte APPROVAL OF MINUTES - No corrections. Approved ~ ORAL COMMUNICATIONS There were none at the designated time, however, the members of the commission agreed to interrupt their regular business in order to hear a speaker who had been unavoidably late in arrival. Jane McCloud, Co-Chair of the Gumgrove Park restoration committee, spoke regarding the committee's desire to preserve and promote the use of the Gumgrove Park. She discussed a tentative budget to cover such items as removal of downed trees, irrigation, tree replacement, security gates, tables and benches, signage and road improvement. The budgeted estimate was figured at $20,000-$27,000. In response to a request for financial aid from the commission, it was suggested that, because of very limited funds, it had been the practice of the commission to assist with park developments but that committees for development were expected to also share in the task of raising funds. The commission agreed to recommend the appropriation of $5,000 of Quimby funds to pay for the professional assessment of needs, especially in the matter of irrigation. MSC. 3 for, 1 abstain. COMMISSION ITEMS A committee of College Park East residents was to be formed for the purpose of reviewing and recommending signage for Bluebell, Almond, Heather and Arbor Parks. ~ .. . . Chairman Dick Davies discussed for council edification the timeline and the inclusions of a typical environmental impact report (EIR). It was moved to approve the redirect of funds from the CDBG Day Care account to the CDBG Marina Center account for the expressed purpose of replacing the center's heating and A/C system. ~ DIRECTOR'S REPORT The director reported on the progress of the rollerhockey venue and on CDBG activity. COMMISSION CONCERNS Commissioner Watson moved that the commission commended the efforts of the recreation staff, especially their work in the area of the CDBG Youth Services and CDBG Child Care programs. ~ Commissioner Whyte requested that the Animal Control officers give additional attention to restricting the walking of dogs in Heather Park. (Animal Control responded with increased patrols and at varying hours.) Commissioner Watson asked that the Director look into the use of push-ups as a penalty for loosing in the departments Fundamental Sports program for primary grade students. (Instructors in the program have been advised of the inappropriateness of the activity for that age group. The emphasis is now on positive reenforcement.) ADJOURNMENT The meeting adjourned at 8:15 PM. Next meeting 3/29/95
