SEAL BEACH PARKS AND RECREATION DEPARTMENT
Recreation Commission
Minutes of the January 26, 1994 meeting
The meeting was called to order by Chairman Dick Davies at
7:45 PM.
ROLL: Absent - Mary Johnson
MINUTES were approved as read.
ORAL COMMUNICATION: Virginia Vasquez, an Ocean Ave
resident, addressed the Commission regarding a possible
park for dogs. She acquainted the Commissioners with
existing programs at Long Beach, Torrance and Laguna Beach.
Commissioners offered avenues that might be explored. No
formal action taken.
.
OLD BUSINESS: The Chairman will submit a request to the
City Council seeking concurrence on the Commissions desire
to move from quarterly meetings to bi-monthly meetings.
NEW BUSINESS:
1. The Director, responding to inquiry from Dorothy
Whyte, advised that any group that wishes to change a park
name should submit in writing to the Recreation Commission
their specific desire(s) and rationale. The Commission's
recommendation will then be forwarded to the city Council
for their consideration.
2. The commissioners present agreed that they would
again serve as the Founder's Day Committee for the '94
occassion.
.
3. The Director, responding to direction from the
commission, will request the sponsors of the spring parade
to consider changing the name "Easter" to "Spring" Parade.
4. The commission again reviewed the need for a
perimeter wall on the south boundary (Marina Drive) of the
Marina Park. The commission concluded that they did not
oppose the construction of a wall some 3' in height, that
was safe, esthetically pleasing, and would not itself become
an attractive nuisance. They also referred interested
parties to funding by donations in the absence of City funding.

5. Dorothy Whyte asked that the commission take action
to limit the use of college Park by outside groups.
Discussion did not lead to consensus support. The Director
referred the commissioners to a draft of the "Use and Rental
Schedule for Parks and Athletic Facilities" which had been
added to the commissioner's portfolios. The Director
suggested that the document will eventually add more
standardization to the user permit program.
REPORT OF THE DIRECTOR: The financial report for the Fall
Quarter of the Recreation Department's total of 93 classes
will be mailed to the commissioners with the minutes and a
copy of the department's Winter Brochure of classes.
COMMISSION CONCERNS: Dorothy Whyte made note of the fact
that the department's brochure of classes included a class
for which the admission apparently indicates the same $4.00
registration fee for singles and for couples. Actually, the
phrasing is misleading. The fee is $4.00 per person -
singles and couples are welcomed.
ADJOURNMENT: The meeting adjourned at 9:02 PN
NEXT MEETING: The next meeting of the Seal Beach Recreation
commission will be held on March 23, 1994 beginning at 7:30
PM.
