RESOLUTION NO. 73-1
A RESOLUTION OF THE RZCREAT:LO:; AN" ?ARt;S CCMMISSION
OF THE CITY OF SEAL BEACH ADOPTING RULES AND REGULA-
TIONS DEFINING THE COMMISSION'S STRUCTURE, DUTIES
AND RESPONSIBILITIES, AND RELATED FUNCTIONS.
WHEREAS, the Charter of the City of Seal Beach requires that the Commission
shall adopt rules and regulations regarding its functioning;
NOW, THEREFORE,'THE RECREACTION AND PARKS COMMISSION OF THE CITY OF SEAL BEACH
DOES RESOLVE that its rules and regulations shall be as follows:
ARTICLE I - STRUCTURE
Section 1. Meml5ership,' The Recreation and Parks COIllJllission of the City of
Seal Beach, shall consist of five members, and ex officio members to be appointed
as needed.
Section 2. Election and ,Officers. The Commission shall, in regular session,
following the first day of July of every year, elect from their members a
Chairman and Vice-Chairman. The term of office shall be one year and no officer
shall serve more than two consecutive terms in the same office.

Section 3. Regular Meetings. -The Recreation and Parks Commission shall meet
in regular session on the first Tuesday of each month unless it is a holiday.
In such case, the same day in the following week shall be designated.
SectIon 4. Special Meetings. Special meetings ~ay be called at any time by
the Chairman, or by three members of the Commission, by written notice delivered
personally or by mail, to each member of the Commission and to each local news-
paper of genera! circ~lation, radio or television station which has filed with
the City Cl~k'wpLtte~ request for such notice. Such notice must be delivered
perso~ally or by mail ~t least twenty-four (24) hours before the time of such
meeting as-specif.ied in-the notice. The call and notice shall specify the
time and plac~,of-the ~ecial meeting and the business to be transacted. No
other business shait-be-considered at such meeting by the Commission. Such
written notic;e may be dispensed with as to any member who at or prior to the
time 'the meetin~ convenes files with the Ci,y Clerk a written waiver of notice.
A telegraphic communication'from a member consenting to the holding of a meet-
ing shall be considered a consent in writing. Such written notice may.also be
dispensed with as to any member who is actually present at the meeting at the
time it convenes.

Section 5. Quorum. A majority of regular members (3) shall constitute a quorum.
Section 6. Vacancies. ,Any vacancies, from whatever cause arising, shall be
filled by appointment by the City Council. Upon a vacancy occurring leaving an
unexpired portion of a term, any appointment to fill such vacancy shall 1?E:!_for

commission expressed in its'official minutes, or is convicted of a crime involv-

a motion, proposal or resolution. All official members present shall vote on
every question presented to the Commission. In actions proposed by the Chair,
unanimous consent thereto shall have the effect of d motion duly carried, with-
out the necessity of a formal VOLe. .

Section B. b. Under no circumstance is any member to take any action or make
any statement committing the Commission as a whole unless given authority to
do so by the vote of the Commission.
Section 9. Communications.
a. Matters coming from public and from civic organizations to be
assured of consideration and action at the stated meeting of the Commission,
must be received in writing at least seven (7) working days preceding the
Commission meeting.
b. All written communications to outside groups shall be sent out
over the signature of the Director of Recreation and Parks or an officer of the
Commission, so officially designated.
Section 10. Amendments. The rules and regulations listed here may be amended
at any regular meeting of the Recreation and Parks Commission by a majority
vote, with approval of City Council.
ARTICLE II - DELINEATION OF DUTIES AND RESPONSIBILITIES
Section 1. The following delineates some of the ways the Commission can carry
out its duties and responsibilities, as outlined'by Ordinance and the Municipal
Code of the City of Seal Beach.-
a. Give aue attention and study to recreation, parks, and beaches
services as they affect the welfare of the people of Seal Beach.
b. Interpret the services of the Department to the community.
c. I~terpret community recreation, park and beach needs to each of
the public jurisdictions participating in the joint cooperative program.
d. Tilke initiative i~ planning for future recreation, park and
beach areas and facilities, as well as determining means of bringing present
areas and facilities up to an acceptable standard.
e. Serve as a sounding board against which the Department Adminis-
trator and staff may test their plans and ideas.
f. Recommend policy --- keeping in mind that the adoption 'of the
policy is the prerogative of the City Council and that the Director of Recrea-
tion and Parks must have a free hand to carry on the work of the Department
within the framework of these policies.
g. Enable civic and service organizations to accomplish results
through cooperation that they could not possibly accomplish alone.
h. Encourage individuals and citizen groups to give funds"property,
and manpower for the development and operation of the recreation, park and
beach facilities.

ARTICLE III - RELATIONSHIPS OF THE COMMISSION
Section 1. Relationship of the Commission with the City Council. Commissioners
shall: '
a. Know the Ordinance and the role and function of the Commission.

poiicies are needed in order to insure a smooth running operation.
c. Remain warm, friendly ,and understanding toward the Council, but
make decisions on all the facts.

e. Support the overall program of the Council, not just the
recreation, parks and beaches services.
Section 2. Relationship with the Director of Recreation and Parks. Commis-
sioners shall:
a. Acknowledge that the Director is trained in park and recreation

matters pertaining to organization, administration, and the program of the
Department.

provision of recreation and park services.
b. -Maintain a cooperative and mutual trust relationship with the
School Board of Trustees.
c. Meet in formal 'session with them when policy matters need joint

Section 4. Relationship with Other Commissioners. Commissioners shall:
a. Attempt to understand other points of view.
b. Not speak for other Commissioners unless 'formal action has been
taken by the Commission.
c. Maintain a working relationship with all'Commissioners regard-
less of personal feelings.
PASSED, APPROVED, AND ADOPTED by the Recreation and Parks Commission of the
City of Seal Beach, California, at a regular meeting thereof held on the
FIFTH day of JUNE , 1972-, by the following vote:
