SEAL BEACH RECREATION AND PARKS COM/lISSION
The Seal Beach Recreation and Parks Commission met in regular session in the
Council Chambers on Tuesday, ~nrch 1, 1977. The meeting was called to order by
Chairman Harding at 7:30 p.m. and the Pledge of Allegiance was given.

It was moved and seconded to approve the minutes of February 8, 1977 as written.
AVES: Case, Harding, Parmelee
NOES: None
ABSTAIN: Payne
ABSENT: Torem Motion carried.
ORAL COMI1UNICATIONS (A!1enda ammended as follows)
Mr. Larry Johnson, Director of Old Ranch Town Homes Association, requested the
Commission recommend to City Council a waiver from the Aster Park Parkway Main-
tenance Provision as stated in the CCR's and the City of Seal Beach accept the
responsibility of maintenance of the parkway area directly in front of Aster Park.
Case moved, Parmelee second, to submit the request to the City Attorney for his
interpretation of the CCR's and recommendation. It was unanimously approved.
~~r. Norm 1.li 1 kerson, from the City EnQineerin!1 Department expl ained the proposed
subdivision of the old city yard property and the possible affects this might have
on Schooner and Marina Parks. Discussion followed.

Torem moved, Case second, to recommend to City Council that consideration be given
to the acceptance of fees in lieu of the dedication of land for any proposed sub-
division of the old city yard property. It was further moved and seconded that
these park dedication fees along with future subdivision fees be used for the
purchase of land adjacent to Marina Park and for the improvement of this land for
park purposes. It was unanimously approved.
Osteen briefly reported on the request from the American Vouth Soccer Organization
for use of facilities in order to organize a league within the City of Seal Beach.
Further discussion was tabled until next meeting, when an official representative
of the A.V.S.O. was expected to be in attendance.
WRITTEN COMMUNICATIONS
Written communications from the Old Ranch Town Homes Association to city staff
were received and filed.
OLD BUSINESS
Tour o~cl1ities: Sunday, March 13, 1977, 8:30 a.m., meeting place: Tiny Naylor's.
Wildlife Refuge Tour. Thursday, February 24, 1977 a tour of the Wildlife Refuge
was taken. Case moved, Harding second, to recommend to City Council that the
Wildlife Refuge be maintained as a passive area with no public access, viewing
station, or bicycle trails. It was unanimously approved.
It was moved, seconded, and approved to send a thank you letter to Capt. Anderson
for his cooperation in arranging the tour.

Revenue and attendance figures for 1975 and 1976 were submitted to the Commission
for review. Disscussion followed.
AOJOURNMENT
It was moved, seconded and unanimously approved to adjourn the meeting at 9:05 p.m.
