SEAL BEACH RECREATION AND PARKS COMMISSION
The Seal Beach Recreation and Parks Commission met in regular session on Tuesday,
November 9, 1976, in the City Manager's Conference Room. The meeting was called
to order by Chairman Harding at 7:35 p.m. and the Pledge of Allegiance was given.
ROLL CALL
Present: Case, Harding, Parmelee, Payne
Absent: Torem (arrived at 7:55 p.m.)
APPROVAL OF MINUTES
The minutes of October 12, 1976 were approved as written.
ORAL cmmurnCATIONS
A. Wildlife Refuge - Proctor Weir gave background history on the Naval Weapons
Station Wildlife Refuge and related material regarding possible future public
observation areas. Following the presentation, a motion was made by Torem, second
by Case and unanimously approved to initiate a study into possible observation
areas and sources of funding. A memorandum indicating that a full report would be
prepared as soon as possible was to be sent to City Council.

There were no written communications.
OLD BUSINESS
A. Inter-departmental Communications - City Manager. Dennis Courtemarche was
present to discuss possible methods for improving communications between the various
commissions and departments within the city.
B. New Priorities of Development List - Further discussion was held and tabled
until next meeting.
Nnl BUSINESS
A. Possible Increase in Tennis Fee - Osteen reported that the Recreation staff
wished to provide tennis balls for all classes and would therefore need to increase
fee from $7.50 to $10.00 per student. Torem moved, Case second to accept staff's
proposal and recommended it be clearly explained in the brochure for the next four
quarters. It was unanimously approved.
ADJOURNMENT
It was moved, seconded and unanimously approved to adjourn the meeting at 10:30 p.m.
