SEAL BEACH RECREATION AND PARKS COMMISSION
The Seal Beach Recreation and Parks Commission met in regular session on
Wednesday, January 21, 1993 in City Council Chambers. The meeting was called
to order by Chairman Thomas at 7:30 p.m. and the Pledge of Allegiance was
given.

APPROVAL OF MINUTES
The minutes of October 28, 1992 and December " 1992 were approved as written.
ORAL COMMUNICATIONS
Jack Osteen expressed appreciation to the Commissioners for their dedication
to their work on the Commission. He also thanked them for paying tribute to
him at his retirement party January 21.
WRITTEN COMMUNICATIONS
Commissioner Whyte had received a note of thanks from Karen Tillery of College
Park East regarding Christmas in the Park with Santa. She also expressed
appreciation for the draining of the Heather Park Tot Lot and the resurfacing
of the tennis courts. She asked if it would be possible to install
windscreens at Heather Park. Staff reported there was nothing in the budget
and suggested a fund raiser.
Commissioner Williams questioned new ADA standards for park improvements.
Osteen reported that the City would only be required to adhere when making
changes of 60S or more.
Discussion led to the problem of roller blade skating and hockey sticks on the
tennis courts. Signs have been posted, "No Skating". Recreation Supervisor
Mc Glynn suggested that neighboring residents need to call the police.
Commissioner Whyte suggested that news releases be sent to the local papers
making the publiC aware of the problem and asking for their assistance with
surveillance.
Osteen suggested a volunteer maintenance program for the Heather Park Tennis
Courts. A sohedule could be created, equipment could be stored in the shed,
and keys issued to the volunteers.
Commissioner Whyte brought up the problem of the Senior softball players who
have been driving on the saturated field at College Park causing ruts in the
grass. She suggested the possibility of a driveway or mats. Recreation
Supervisor Zuniga reported that the Seniors had been made aware of the
problem.
OLD BUSINESS
A. North Seal Beach Center Renovations. Supervisor Me Glynn reported
that the renovations were running about two months behind
schedule. Work is to begin February 12, with new lighting,
r8strooms and an extension for storage. Completion would be
around April 5.

Founders' Day. Commissioner Whyte reported on the progress of her
efforts to start an Annual Founders' Day as a fundraiser for the
Recreation Department. She had met with the City Manager, Jerry
Bankston, and a presentation was to be sent to City Council. She
suggested a Steering Committee, which she would be willing to
chair, similar to the 15th Anniversary. She also reported on
plans for a Carnival on the Navy Base. Various aspects of the
event would be organized by individual volunteers and
organizations. She will continue talking to the Navy Commander,
the City Manager, and City Council.
C. Marina Park and Beach Tot Lot Equipment. Supervisor Mc Glynn
reported that everything was on schedule.
Commissioner Whyte asked about the new fee schedule for the rental of soccer
fields. Supervisor Zuniga reported the Resolution #4195 had been passed,
approved and adopted in December 1992.
NEW BUSINESS
Commissioner Whyte requested a list of pertinent items for the College Park
East Neighborhood Association Newsletter. She invited staff to be present at
the association meeting March 2 to discuss items of concern to the residents
and the Recreation Department.
ADJOURNMENT
Davies moved, Williams second, to adjourn the meeting at 8:30 p.m. It was
unanimously approved.
