SEAL BEACH RECREATION AND PARKS COMMISSION
The Seal Beach Recreation and Parks Commission met in adjourned session on
Wednesday, September 27, 1989, in City Council Chambers. The meeting was
called to order at 7:30 p.m. by Chairman Wei'ler and the Pledge of Allegiance
was given.

SPECIAL AGENDA ITEM - Proposed Park - Mola Project
Chairman Weiler opened discussion of the Special Agenda Item. Secretary Jack
Osteen reported on his survey of several cities regarding Duck Ponds,
liability, maintenance problems, costs, etc. Discussion among Commissioners
followed. Kirk Evans, Mola Development, answered a few questions.
Chairman Weiler opened the meeting for public input.
Miriam Kelly, 1125 Catalina, member of the Seal Beach Tennis Club, spoke
regarding the existing community courts and supported the need for the nine
additional courts proposed by Mola Development. She also discussed the need
for storage and bathrooms near the proposed tennis complex.
Wendy Rothman, 300 Ocean Avenue, discussed the need for soccer fields for 100+
AYSO participants who now drive to Los Alamitos. One large field and one small
one would serve well.
Galen Ambrose, 613 Seabreeze, opposed the project in total. He was concerned
about the lack of maintenance in Gum Grove Park. He suggested that all trees
planted in the proposed park should be native trees such as Sycamore and Oak to
enhance wildlife. He also questioned the money for maintenance of the proposed
park.
Sally Hirsch, 1325 Crestview, representing the Save Gum Grove Park Group read a
letter.
Kirk Evans, answered questions regarding restoration of wetlands and buffer
zones. He suggested that the Commission consider the Save Gum Grove Park Group
as an advisory committee regarding Gum Grove Park to work with Mola and the
Commission. Chairman Weiler asked Jack Osteen to suggest this to City Council.
Charles Antos, 210 8th Street, "B", suggested that consideration be given to
the widest variety of uses for the greatest number of residents for the longest
period of time during the year, as opposed to catering to special interest
groups.
Carla Watson, 1635 Catalina, supported the need for soccer facilities.
Jane McCloud, 700 Balboa Drive, spoke in support of the Duck Pond.
Mitzie Morton, 153 13th Street, suggested, with 355 new homes bringing more
adults and children, a need for the proposed nine tennis courts.

It was determined that the next regular meeting of the Recreation and Parks
Commission would be Wednesday, October 25, 1989.
Chairman Weiler requested a preference list from each of the Commissioners.
Procter: Not in favor of Duck Pond. Opposed to nine tennis courts (suggested
six). Would like to see basketball courts, soccer fields, tot lots
and restrooms.
Thomas: Not in favor of Duck Pond. Felt the need for all other amenities
discussed. Felt Commissioners should sit at a table to plan.
Kirk Evans stated that Mola would submit several plans according to
the Commissioners' with budget at the next Commission meeting.
Reilly:
Questioned budget constraints. Mr. Evans responded $1,970,000.
Not in favor of Duck Pond. Would like to see 8 tennis courts, with a
cabana and amenities, two basketball courts, one tot lot (or 2),
soccer fields, and a gazebo/bandstand area.
Weiler:
Was in favor of Duck Pond. Would like to see six tennis courts.
Petersen: Not in favor of Duck Pond. Would like to see two soccer fields, an
open area for football. Was interested in serving the widest age
group possible.

Osteen:
Discussed the proposed Par Course (to be paid for with donated
funds). He discussed the need for a 2,000 sq. ft. community center
room plus kitchen, restrooms with indoor/outdoor access, storeroom
for tables and chairs, office, and an attached 20 ft. wide, covered
patio to run entire length of building with pass-through window from
kitchen. Also attached, a 400 sq.ft. Public Works equipment storage
building. Would like to see "full-grown" trees planted in center of
park.
Chairman Weiler directed Osteen to submit a memorandum to Kirk Evans, Mola
Development, listing the proposed park amenities. (See attachment)
Beverly Casaras, 1045 Marvista, spoke at length suggesting the Commission
seriously consider the public input.
ADJOURNMENT
Procter moved, Reilly second, to adjourn the meeting st 9:15 p.m. It was
unanimously approved.
