HomeMy WebLinkAboutPRC Min 1988-08-24 i . . - -- SEAL BEACH RECREATION AND PARKS COMMISSION The Seal Beach Recreation and Parks Commission met in regular session on Wednesday, August 24, 1988, in City Council Chambers. The meeting was called to order by Chairman Reilly at 7:34 p.m. The Pledge of Allegiance was given. ROLL CALL Preaent: Absent: Procter, Reilly, Thomas Petersen, Weiler APPROVAL OF MINUTES The minutes of June 22, 1988 were approved as written. ORAL COMMUNICATIONS There were no oral communic"t1n'I~. ~ITTEN COMMUNICATIONS Osteen read -8 letter tn I:h~ r. I q III ~s ton from Sarah Jones regarding two aspects of the Mola Development, which did not pertain to the Recreation and Parks Commission. The letter was received and filed. Osteen read a letter from W"'I<Iy Morris, 1729 Crestview Avenue, regarding the Mola Develop.uel\t. The letter was received and filed. OLD BUSINESS - Mola Developmel\t Osteen read a Memorandum, dated September 16, 1987, which was sent to City Council from the Recreation and Parks Commission Secretary, regarding the Commission's motions pertaining to recreation land or fee dedication requirements of the Mola Corporation. Osteen also read' a letter dated August 17, 1988 from Ed Knight, Director of Development Services, to Kirk Evans, Mola Development Corporatioll, rl~g"rding proposed park in-lieu fees and credits. Chairman Reilly opened discussion to members of the audience. Dan Campbell, 220 Coastline, representing approximately 200 members of the Seal Beach Tennis Club, proposed a 7-court Tennis Center on the Zoeter property, with ball diamonds, etc., to be located elsewhere, using in-lieu fees from the Mola Development. Mario Voce, 730 Catalina. read" letter from the Save Gum Grove Park Group, recommending that the 10 acres of Gum Grove Park be retained, maintained and secured. The letter was received and filed. Discussion continued regarding the petition being circulated and its 850 signatures. Voce indicated that most people would like to see the park expanded, not reduced. Kirk Evans, Mola Development Corporation, questioned in-lieu fee requirements, credits and purposes. Discussion fnll')wed regarding the dedication of more acreage for Gum Grove Park, possible dedication credits, and size of the proposed golf course. Suzanne Andre, 1300 Crestview, spoke on behalf of the Save Gum Grove Park Group, regarding the signatures collected in favor of recalnt"ll the Park. . . Jeff Deckner, 241 Fifth Street, read a letter he and his wife had written in support of preserving or e>q"\I\ding Gum Grove Park, commenting 00\ the golf course, the wetlan,l~, "'Id the need for a balanced approach to the decisions. The letter was received and filed. Bob Henan, 1320 Crestview, questioned the value of the Hellman property, the size of the proposed golf course, and the trail leading to the picnic area. Sally Hirsch, 1325 Crestview, expressed concern over the fact that there is no "park" mentioned in the Mola Development or in the Specific Plan. Invited the commissioners and the public to view the propo~e,I boundaries of Gum Grove Park starting Friday, 2 p.m., and continuIng throughout the weekend. Galen Ambrose, 613 Seabreeze, discussed the possibility of Mola Corporation being denied permission to develop, and of restoring the wetlands. Miriam Kelly, 1125 Catalina, expressed concern regardIng the possIbility of losing Gum Grove Park at a later date and something being built on the property. Suggested that the City clean up the Park area. . Joyce Risner, 845 Driftwood, referred to the fact that the word "park" is not on the Specific plan Map and discussed the history of GII,. Gr,we Park, the changes in the Park as proposed by Mola, and thoo vallie of keeping the Park. Alice Davis, 224 4th Street, spoke regardIng the many people who use Gum Grove Park, the need to preserve it, anc! h"r ,1I.stress in seeing the size of the proposed Park.
